Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Since 2001, UN Women (UNIFEM) has been providing continues support to partners in Georgia towards the overarching goal of ending violence against women and girls (EVAWG) in Georgia and to  increase meaningful participation of women in conflict prevention, transformation, resolution and sustainable peace building processes. To this end, UN Women provides technical support to the Government to meet its targets under the nationalized Sustainable Development Goals (SDGs), particularly SDG 5 and 16, and to further ensure that national legislation and policies are in compliance with Georgia’s international human rights commitments and obligations. Further, UN Women supports the government to develop and implement National Action Plans for the implementation of UN Security Council Resolutions on Women, Peace and Security 1325 et al. and  Combating Violence against Women and Domestic Violence and Measures to be Implemented for the Protection of Victims (Survivors) to achieve targets of the nationalized SDG 5 and 16.

In this context, UN Women plans to provide support to the Inter-Agency Commission on Gender Equality, Violence against Women and Domestic Violence and plans to  hire a team of National Consultants to conduct an assessment of the National Action Plan on  Combating Violence against Women and Domestic Violence and Measures to be Implemented for the Protection of Victims (Survivors) and 2018-2020 National Action Plan of Georgia for Implementation of the UN Security Council Resolutions on Women, Peace and Security.

The objectives of the consultancy are as follows:

  • To assist the Inter-Agency Commission on Gender Equality, Violence against Women and Domestic Violence in assessing the National Action Plan on Combating Violence against Women and Domestic Violence and Measures to be Implemented for the Protection of Victims (Survivors) and 2018-2020 National Action Plan of Georgia for Implementation of the UN Security Council Resolutions on Women, Peace and Security.
  • To create a plan of action/working principles to be followed by the Inter-Agency Commission on Gender Equality, Violence against Women and Domestic Violence

Duties and Responsibilities

The duties and responsibilities of the national consultants are:

  1. In cooperation with the coordinator from the Administration of the Government (AOG) to engage in consultations with line ministries / state institutions to collect and analyze institutional knowledge on best practices, challenges, and lessons learned with regards to drafting and implementation of the  National Action Plan on Combating Violence against Women and Domestic Violence and Measures to be Implemented for the Protection of Victims (Survivors) and 2018-2020 National Action Plan of Georgia for Implementation of the UN Security Council Resolutions on Women, Peace and Security.
  2. In the process of assessment, research the international guidelines, tools and best practices on developing National Action Plans on ending violence against women and on Women, Peace and Security and prepare comprehensive recommendations for the development of new generation of National Action Plans (NAPs).
  3. To assess the National Action Plan on Combating Violence against Women and Domestic Violence and Measures to be Implemented for the Protection of Victims (Survivors) and 2018-2020 National Action Plan of Georgia for Implementation of the UN Security Council Resolutions on Women, Peace and Security vis-à-vis the Government Decree N629 on the approval of the rules for the development, monitoring and evaluation of policy documents (“relevance of activities” criteria only).
  4. In cooperation with the coordinator from the Administration of the Government (AOG) engage in consultations and collect feedback from civil society representatives and beneficiaries of the two NAPs in question on the implementation (procedural and coordination) of the National Action Plan on Combating Violence against Women and Domestic Violence and Measures to be Implemented for the Protection of Victims (Survivors) and 2018-2020 National Action Plan of Georgia for Implementation of the UN Security Council Resolutions on Women, Peace and Security.
  5. Based on above-mentioned work, develop instruction with key principles for the development of the new cycles of the two action plans in question, including framework, process, timeline, and structure for the upcoming NAPs.

 

Deliverables:

  1. Work plan with timelines in line with duties and responsibilities spelled above (1 working day) submitted - by 3 August 2020;
  2. Consultations held with the selected representatives of target line ministries/state entities and the written analysis of collected experience and lessons learned submitted (10 working days) -   by 21 August 2020;
  3. At least two focus group meetings conducted with civil society representatives and grassroots women (4 working days) - by 31 August 2020;
  4. Analysis of the best international practices on NAP development as well as the assessment of the two local action plans vis-à-vis the government decree N629 (within the framework of the relevance component) (10 working days) - by 14 September 2020;
  5. Based on the analysis of the best international practices on NAP development and national standards develop instruction with key principles to be followed by relevant government agencies involved (including framework, timeline, and structure) for the elaboration of the new cycles of the two National Action Plans (8 working days) - by 28 September 2020;
  6. Final report on the conducted work prepared and submitted to UN Women (2 working days) – by 30 September 2020.

Required Skills and Experience

Education:

  • At least Master’s degree in social and political sciences, international relations/development, human rights, gender/women’s studies or related field

Experience and competencies: 

  • At least three years of working experience in the field of gender equality, discrimination and violence against women, and/or peace and conflict;
  • Prior experience in policy development and analysis, monitoring and reporting;
  • Proven experience of analytical writing skills;
  • Prior experience in working with the government stakeholders on developing strategies, policies and tools, training programmes etc. will be an asset
  • Experience in working with international and donor organizations will be an asset

Language:

  • Fluency in Georgian and English

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • At least Master’s degree in social and political sciences, international relations/development, human rights, gender/women’s studies or related field
  • At least three years of working experience in the field of gender equality, discrimination and violence against women, and/or peace and conflict;
  • Fluency in Georgian and English

Technical evaluation criteria (including minimum qualifications):

  • At least Master’s degree in social and political sciences, international relations/development, human rights, gender/women’s studies or related field (max 80 points)
  • At least three years of working experience in the field of gender equality, discrimination and violence against women, and/or peace and conflict (max 100 points)
  • Prior experience in policy development and analysis, monitoring and reporting (max 70 points)
  • Proven experience of analytical writing skills (max 50 points)
  • Prior experience in working with the government stakeholders on developing strategies, policies and tools, training programmes etc. will be an asset
  • Experience in working with international and donor organizations will be an asset (max 20 points)
  • Fluency in Georgian and English (max 30 points)

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation.

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round.

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The Consultants will work under the overall supervision and guidance of UN Women Deputy Country Representative, and in collaboration and day-to-day management of UN Women VAWG and WPS project teams.

Financial arrangements:

Deliverable 1, 2 (11 working days) – 31%

Deliverables 3,4, (14 working days) – 40%

Deliverable 5,6 (10 working days) – 29%
