Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality. In line with international and national commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls. Within the framework of the Good Governance for Gender Equality in Georgia (GG4GEG), UN Women in cooperation with the Government of Norway works jointly with the Government of Georgia and non-state partners towards the overarching goal of strengthening governance systems for gender equality in Georgia. The project provides technical support to the Government of Georgia to meet their targets under the nationalized Sustainable Development Goals (SGDs) particularly SDG 5 to ensure that gender equality and gender mainstreaming are institutionalized at national and local levels and that national and local level capacities for gender mainstreaming are developed and sustained. One of the methodologies/means to achieve results under both objectives is gender responsive budgeting (GRB). GRB is a public policy tool for assessing the impact of policies and budgets from gender perspective and for ensuring that policies and their accompanied budgets do not perpetuate gender inequalities but contribute to more equal society for women and men. The Convention on All Forms of Discrimination against Women (CEDAW) and Beijing Declaration and the Platform of Action (BPfA) identify GRB as central to the achievement of gender equality. BPfA specifically calls on governments to “incorporate a gender perspective into the design, development, adoption and execution of all budgetary processes as appropriate in order to promote equitable, effective and appropriate resource allocation and establish adequate budgetary allocations to support gender equality.” UN Women started working on GRB in Georgia in 2010 and since then, has supported some of the first pioneering GRB initiatives in dozens of municipalities in Georgia. Within the framework of the GG4GEG project UN Women plans to accelerate its GRB work in Georgia by supporting the Government of Georgia in institutionalizing GRB and developing national GRB capacity at national and local levels.
