Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

Egypt has a progressive constitution (2014) recognizing gender equality and non-discrimination guarantees. In March 2015, Egypt launched its strategy for sustainable development ‘Egypt Vision 2030’ (SDS), spanning the economic, social and environmental dimensions of sustainable development, and outlining the broader principles that will guide Egypt in pursuing its developmental goals. Furthermore, cognizant of women’s empowerment being a precondition for inclusive growth, the 2030 National Strategy for Women’s Empowerment (NSWE) was launched and endorsed by the President of Egypt.

The UN Women Egypt Country Office is based in Cairo, and works in the following priority areas:

  • SP Outcome 2: Women lead, participate in and benefit equally from governance systems;
  • SP Outcome 3: Women have income security, decent work, and economic autonomy;
  • SP Outcome 4: All women and girls live a life free from all forms of violence; and
  • SP Outcome 5: Women and Girls contribute to and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and from humanitarian action.

The UN Security Council Resolution 1325, unanimously adopted in October 2000, stressed the importance of equal participation and full involvement of women in all efforts of maintaining and promoting peace and security. UN Women coordinates the implementation of the WPS agenda, as called for under UN SCR 2242, and in this function supports capacity building, interventions, learning exchanges, and documentation of good practices – including on NAP development processes - to inform policy and programming.

Women, Peace, and Security is central to realizing women’s rights and gender equality. In this context, UN Women in Egypt will support Egypt’s efforts to translate the WPS agenda from policy to practice and will work to support relevant institutions to build capacities and increase opportunities for women at the local, national, and regional levels for a peaceful and prosperous country, as a leading example for the Arab region and the entire African continent.

Duties and Responsibilities

Based at the Cairo International Center for Conflict Resolution, Peacekeeping, and Peacebuilding (CCCPA) and under the overall supervision of UN Women, and reporting day to day to the Director-General of CCCPA, the national consultant will carry out the following functions:

  • Lead the development of training curricula, material, case studies, and simulations;
  • Develop the program’s research agenda;
  • Conduct evidence-based, policy-oriented, and publication-quality desktop and field research related to Preventing Extremism and Terrorism and/or women’s role in related efforts under the supervision of the Program Manager;
  • Write concept notes and project proposals;
  • Provide support for research projects and events as required;
  • Review press releases, newsletter stories, tweets in cooperation with the communication and visibility department.
  • Provide technical support to Cairo International Center for Conflict Resolution, Peacekeeping, and Peacebuilding (CCCPA).
  • Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches, and position papers.
  • Provide assistance in monitoring project budget implementation/expenditures.
  • Prepare public information materials and briefing packets.
  • Assemble briefing materials and prepare power-point and other presentations.
  • Facilitate knowledge building and knowledge sharing.
  • Collect and disseminates information related to the thematic areas, including inputs for donor reports, and provides information when requested from various sources.
  • Perform other tasks as required.

Deliverables:

  • Submission of research papers/ policy briefs related to
  • Developing project-related documents, concept notes, and narrative reports;
  • Provide progress reports on the technical assistance provided to the Cairo International Center for Conflict Resolution, Peacekeeping, and Peacebuilding (CCCPA)
  • Prepare quarterly narrative reports on the progress of the WPS project in line with UN Women reporting requirements.

Required Skills and Experience

Education:

  • Bachelor’s degree in Social Sciences, Political Science, Public Policy or Public Administration, development studies (MA degree in relevant field can be accepted in lieu of the required years of experience).?

Experience:

  • At least 2 years of experience as a researcher in a related field;
  • Experience using multiple office software packages; 

Computer skills:

  • Proficient computer skills, specifically with Microsoft Office Tools, excel sheets, planning-monitoring, and cooperation tools and portals; 

Language Requirements:

  • Fluency (written and spoken) in English and Arabic required 

Evaluation Criteria:

UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications. Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight

Technical: 70% (70 points):

Criteria 1: Education (20 Points);

Criteria 2: At least 4-6 years of progressively responsible experience in programme management/support (30 points)

Criteria 3: Experience in working in a computer environment using multiple office software packages (5 Points)

Criteria 4: Experience in supporting a team (15 Points)

Cumulative analysis: When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

Responsive/compliant/acceptable;

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight: 70%

Financial Criteria weight: 30%

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the

Financial: Lowest financial proposal: 30%.

The financial offer must be a Lumpsum all-inclusive; (travel, transportation, accommodation…etc).

Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

(Lowest Bid Offered*)/ (Bid of the Consultant) x 30

*"Lowest Bid Offered" refers to the lowest price offered by Offer or scoring at least 49 points in technical evaluation.
