Background

UNDP Sudan is currently implementing Community-Based Development Solutions for Migrants and Host Communities Programme. In order to address the structural challenges migrants face, a thorough analysis on their vulnerabilities and a needs assessment were conducted considering development interventions under the Humanitarian Development Peace Nexus. This requires smooth coordination with other agencies and incorporates processes allowing to coordinate and complement efforts put in place by several agencies.

Due to the high influx of refugees and migrants through the Eastern States in Sudan, UNDP Sudan have decided to conduct a study on migrants’ aspirations in Sudan.

This initiative had an intention to widen the scope of livelihood interventions of UNDP Sudan while also shedding light on migration dynamics in the region important for the understanding of the trends and the importance of irregular migration and human trafficking in the region. As a consequence, UNDP launched a scoping study focusing on Ethiopian and Eritrean migrants in East Sudan and Khartoum, and their aspirations . UNDP research teams had access to prisons and closed camps, but also visited other refugee camps and interviewed over 900 people in Kassala, Gedaref, Red Sea states and later on in Khartoum state.

By reviewing the results in the light of the latest migration trends, the socio-economic situation, recent economic developments, and political context through development lenses, it was found that there is an existing gap on migration programming in the country which does not address the aspirations of several group of migrants of Ethiopian and Eritrean origin and Sudanese communities.

Duties and Responsibilities

  1. Design and conduct a follow-up research on Sudanese migrants;
  2. Draw lessons learned and recommendations from Migration project in East Sudan;
  3. Organize training workshops to build capacity of relevant government institutions at the federal and state levels;
  4. Translate the MOU between UNDP and SSWA into a concrete action plan and assist its implementation;
  5. Assist Kassala and other Eastern states government to make the state migration coordinating body operational with clear TOR;
  6. Arrange meetings with Government relevant Ministries/Agencies, IGAD, and development partners to articulate UNDP’s approach toward migration and promote coordination with them;
  7. Assist in drafting the ToR for the Higher Council for Migration and the National Coordination Mechanism for migration, provide support for their establishment and technical advice;
  8. Compile a final report based on final recommendations.

Required Skills and Experience

Education:
Advanced University degree in social sciences or any other relevant field.

Experience:

  • At least 15 years of relevant experience in the issue of Migration and Development;
  • Coordination experience in working with relevant International Organizations and Government institutions as well as any other actors;
  • Experiences in Migration and economic development in the context of Sudan, particularly East Sudan states.
  • Familiarity in working with local institutions are desired;
  • Should have relevant experience working with national counterparts extensively.
  • A research background in the Migration will be an asset.

Language:

Fluency in Arabic and English is required with good verbal and drafting skills.
