Background

BACKGROUND

The location, climate and topography of Cox’s Bazar creates an environment where local communities are exposed to multiple natural hazards, and experience recurring extreme weather events. In the past decade, vulnerable Bangladeshi households and communities in the district have borne the brunt of cyclones, landslides and flash floods. The influx of the Rohingya has not only increased the size of the population at risk but is also driving the rapid creation of new risks due to deforestation, hill-cutting, and inadequate water and sanitation infrastructure. In addition, the COVID-19 pandemic has significantly increased the pressure on an already strained humanitarian system in Cox’s Bazar. The most vulnerable groups in Cox’s Bazar are already severely impacted as these groups primarily rely on daily income sources, and the loss of these income sources due to lockdown has forced them to resort to negative coping mechanisms. In support of Government and humanitarian actors’ efforts to manage the multi-hazard risks, UNDP is implementing a multi-year, area-based programme for strengthening Disaster Risk Management in Cox’s Bazar. The programme focuses on providing or enhancing the capacity of local government to respond to disasters in the changed context, mapping and improving critical disaster management infrastructure, and providing disaster risk management technical advisory services to the humanitarian community. The programme duration is January 2018 – March 2021, with multiple funding sources including UNDP, ECHO, UNHCR, SDC and JSB. Under the overall guidance of the Head of Sub-Office and the direct supervision of the Project Manager-DRR, the National Consultant – Capacity Building Training is a part of the UNDP Cox’s Bazar disaster risk management team. The National Consultant – Capacity Building Training will be responsible designing, implementing, facilitating and evaluating of disaster risk management training for disaster management committees, government stakeholders and CPP volunteers.

OBJECTIVE OF THE ASSIGNMENT

The objective of this assignment is to strengthen the capacity of Ward Disaster Management Committee (WDMC), Govt. stakeholders and CPP volunteers on disaster risk management issues in Cox’s Bazar project.

 Summary of key functions:

  • With technical input and facilitation support from the DRR technical advisory team, develop, standardize, organize and deliver the content of training on Disaster Risk Management.
  • Work with the Capacity Development Officer and Disaster Risk Specialist to develop training modules/PowerPoint Presentation for Ward Disaster Management Committee (WDMC), Govt. stakeholders and CPP volunteers and deliver training modules.
  • Support the development of materials, arranging training logistics, delivering and evaluating trainings necessary for the project under the direction of the Project Manager.

 

Duties and Responsibilities

FUNCTIONS/ SCOPE OF WORK

Under the supervision of the Project Manager – DRR and in close collaboration with Capacity Development Officer, the National Consultant - Capacity Building Training has the following duties and responsibilities:

  1. Assess current situation and develop work plan, training concept note and methodology accordingly and review the existing national and DRM projects training materials and on training needs related to disaster management in Cox’s Bazar district;
  2. Coordination and communication with UNDP throughout the assignment, incorporating inputs and feedback from UNDP team;
  3. Develop training module/power point presentation, pre and post test, and other supporting documents;
  4. Arrange and deliver training to government officials, WDMC and CPP volunteers;
  5. Produce training report.

DELIVERABLES:

The National Consultant will be responsible designing, implementing, facilitating and evaluating of disaster risk management training for disaster management committees, government stakeholders and CPP volunteers.

GOVERNANCE AND ACCOUNTABILITY/ INSTITUTIONAL ARRANGEMENT  

The national consultant will coordinate with Capacity Building Officer and will report to the Project Manager - DRM of UNDP Cox’s Bazar. The national consultant will report to the Project Manager every month on the progress of the assignment. The deliverables shall be submitted to the Project Manager and are subject to the approval of the Project Manager to process payments to the contractor. A performance evaluation will be carried by out at the end of the assignment. The assignment will be guided and reviewed by the Project Manager – DRR.

Competencies

DURATION OF THE WORK AND DUTY STATION

60 working days in a 3 months period from 01 October to 31 December 2020. The national consultant will be based in Cox’s Bazar district and will undertake field travel to unions as deemed necessary. No DSA will be paid at the duty station. As such, DSA will only be provided for travel outside Cox’s Bazar district. The consultant will use his/her own personal equipment/laptop. UNDP will provide a UNDP -email address, UN ID card and office space.

Required Skills and Experience

QUALIFICATION OF THE SUCESSFUL INDIVISUAL CONSULTANT

Required Experience:

  • At least Master’s degree in disaster management, humanitarian action, development studies, environmental science or other relevant subjects
  • Minimum 5 years of relevant work experience in disaster risk reduction, humanitarian action and development sector
  • Minimum 2 year of experience in capacity building training on disaster risk management and relevant field
  • Minimum 4 years of relevant work experience with UN agencies/INGOs

 Preferred but not Essential:

  • Work experience in designing training module/materials would be a strong advantage
  • Strong interpersonal skills and ability to communicate and work well with diverse people: race, nationality, age and gender sensitivity.

FINANCIAL PROPOSAL AND SCHEDULE OF PAYMENTS

Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

RECOMMENDED PRESENTATION OF THE OFFERS

Each consultant should make their offer separately. The offer must include:

a) Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;

b) Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references; P11 can be downloaded from the

c) Financial Proposal: Financial Proposal has to be submitted through a standard interest and availability

d) Brief description of why the individual considers him/herself as the most suitable for the assignment and submit evidence by the consultant which would substantiate the technical requirements

CRITERIA FOR SECTION OF BEST OFFERS

Individual Consultant will be evaluated based on the following methodologies:

 Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual Consultant whose offer has been evaluated and determined as:

  1. responsive/compliant/acceptable, and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
