Background

The UN Trust Fund to End Violence Against Women (UN Trust Fund) is a global multi-lateral grant making mechanism supporting national efforts to prevent and end violence against women and girls. The UN Trust Fund was established through the UN General Assembly Resolution 50/166 in 1996, with UN Women as its Administrator on behalf of the UN system. The UN Trust Fund provides grants to advance the development of innovative models and strategic interventions in the area of ending violence against women and girls (EVAW/G). Grantees – comprising of non-governmental organizations - have engaged diverse actors, such as women’s, men’s, adolescents and youth groups, indigenous communities, religious and traditional leaders, human rights organizations and the media. To date, the UN Trust Fund has awarded - USD 182 million to 572 initiatives in 140 countries and territories.

 In 2015 the UN Trust Fund developed a five-year (2015-2020) strategic plan with the mission to “advocate for and finance innovative approaches for preventing and ending violence against women and girls, to catalyze learning from global evidence collected from the programmes funded by the UN Trust Fund and to leverage its unique mandate and convening power to foster global giving to end violence against women and girls”. The UN Trust Fund aimed to achieve this mission through three inter-connected areas of work: grant giving to initiatives to end violence against women and girls; building a global Evidence Hub on ending violence against women and girls based on the evaluated results of UN Trust Fund grantees; and, advocating for global giving for work on ending violence against women and girls. At this time, the UN Trust Fund is developing a new Strategic Plan to cover the implementation period 2021-2026. In support of the new Strategic Plan development process, the UN Trust Fund is seeking a consultant to deliver the following output.

The expected output of this consultancy is to – under direct guidance of the Chief of the UN Trust Fund and in close collaboration with UN Trust Fund Team – deliver a brief report on  Lessons learned in the implementation of the UN Trust Fund’s Strategic Plan 2015-2020 and reflections on challenges and opportunities for the UN Trust Fund’s new Strategic Plan, based on a desk review of available documents. This report will serve as background and context for the development of the overall direction of the UN Trust Fund Strategic Plan 2021 -2026 and extracts maybe used for the section on lessons learned in the published SP document.

The UN Trust Fund Chief and UN Trust Fund Team will provide all relevant materials and any additional inputs as needed which the consultant will review, analyze and summarize during the desk review process, together with any other literature identified as relevant.  The deliverable will be presented in a format of final version of a  coherent document that clearly identifies key challenges and opportunities for the future of the UN Trust Fund’s work on ending violence against women and girls in the context of the UN Trust Fund’s specific role and mandate in the EVAW ecosystem.

Duties and Responsibilities

Deliverable

Under direct guidance of the Chief of the UN Trust Fund to End Violence against Women the selected candidate will:

  • Carry out a full desk review of all documents provided by the UN Trust Fund Team as well as any other documents identified as a key  background for the overall understanding of lessons learned thus far and challenges/opportunities in the implementation of the UNTF Strategic Plan 2015-2020 .
  • Prepare a short inception plan for approaching the analysis and report write-up, including an outline of the report’s structure and planned sub-sections, definition of key concepts used and framework for the challenges and opportunities – for validation with the team - by 13 October.
  • Write a draft report on lessons learned, challenges and opportunities - as per the agreed outline, to not exceed 10 pages (excluding annexes) - that informs the overall direction of the UN Trust Fund’s next Strategic Plan 2021-2026 in the current EVAW/G context with a focus on the UN Trust Fund’s role as a global and multilateral grant giving mechanism by 20 October.  
  •  Following one round of consultation and comments from the team, the consultant will produce a final report as above, taking into account feedback from them team by 25 October.

Required Skills and Experience

Education:  

Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required.

Experience:

  • At least 10 years of proven experience in international level research, data collection and analysis as well as developing and writing documents based on a solid assessments and evaluations with a specific focus on preventing and ending violence against women and girls;
  • Proven knowledge and expertise in preventing and ending violence against women and girls;
  • Solid knowledge of and experience in working on human rights legal frameworks with a gender responsive approach to programming on issues related to ending violence against women and girls;
  • Proven experience in writing for an international audience and producing clearly written and well-articulated analysis papers, briefs and reports;
  • Experience in evaluation and/or programmatic and operational performance assessments of development programmes is an asset;
  • Previous experience of working in and with the United Nations system on similar project is in an asset;
  • Previous experience of working with grant-making mechanisms would be an asset.

Language Requirements:

Fluency in English is required.
