The UNODC Global Programme for Combating Wildlife and Forest Crime (GPWLFC) aims to link existing regional efforts in a global system, enhancing capacity building and wildlife law enforcement networks at regional and sub-regional levels. In collaboration with UNODC Regional Office for Southeast Asia and the Pacific (ROSEAP) sub-programme on transnational organized crime and illicit trafficking, the GP is working for and with the wildlife law enforcement community in Asia and the Pacific to ensure that wildlife crime, illegal logging, and related crimes are treated as serious transnational organized crime.

In the regions of East and Southeast Asia, focuses have been given to the enhancement of the capacities and skills of law enforcement agencies to effectively identify and combat wildlife trafficking along the complicated border regions among China, Myanmar, Lao PDR and Thailand. This includes working with above mentioned States to increase availability of information/data made on the nature and scale of wildlife trafficking in the border regions.

Against this backdrop, and with the travel restrictions and uncertainty of trade due to COVID-19, border regions presented their potential vulnerabilities for the movements of wildlife products, particularly at borders of Southern China with Myanmar, Laos, Vietnam. A research on the current situation and trend of wildlife movement across the borders became necessary to guide and shape policies, and subsequently UNODC programming in the region.

Duties and Responsibilities

OBJECTIVES OF THE ASSIGNMENT

Under the direct supervision of the UNODC Regional Coordinator for Combatting Wildlife and Forest Crime, the incumbent will be responsible for researching and drafting a report that contributes to post-COVID policies and UNODC programming in the region.

The incumbent will be assigned the following tasks: 

  • Research and draft a situation analysis of wildlife trafficking trend and situation at the border regions of South China, Myanmar, Lao PDR and Thailand during the restrictions imposed by COVID-19.

?SCOPE OF WORK

  • Conducting desk-based research on the COVID policy adaption of the concerned governments and its associated impact to the cross-border movement of legal and illegal wildlife and its products, centring the border regions of South China, Myanmar, Lao PDR and Thailand.
  • Identifying relevant entities to contact and potentially interview in South China, Myanmar, Lao PDR and Thailand on cross border movement of wildlife and its products.
  • Conducting semi-structured interviews (online or in person) with relevant entities that may be relevant in the border regions.
  • Identifying challenges associated with wildlife trafficking at the border regions of South China, Myanmar, Lao PDR and Thailand.
  • Analysing and developing recommendations to the challenges identified.
  • Drafting the report / study based on the information gathered and generated above. 

 DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL

A maximum of thirty (30) workdays from 15 November 2020 to 31 January 2021.

Home-based, with possible travel to selected countries in East and Southeast Asia.

Note: It is understood that the consultant would not hold UNODC responsible for any unforeseen or untoward incident during the duration of the consultancy. It is recommended that the consultant secure his/her own insurance coverage during the conduct of the consultancy.

The consultant will work from home, covering his/her own costs, including, but not limit to, travel cost to selected countries in East and Southeast Asia as mentioned above.

PROVISION OF MONITORING AND PROGRESS CONTROLS

The consultant shall work under the overall supervision of the Regional Coordinator for Combatting Wildlife and Forest Crime for Southeast Asia and the Pacific.

Indicators to evaluate the incumbent’s performance are:

  • Quality of the documents produced;
  • Timeliness of delivery.

 

 

Required Skills and Experience

Education - 40%

First level university degree in journalism, public administration, public policy, social or political science, law, international development, and/or related field. A ten years of qualifying experience may be accepted in lieu of the university degree.

Experience - 50%

  • At least five years of research and analysis experience, with relevant publications, related to law enforcement, capacity building, training, governance, public policy, human rights, or rule of law.
  • At least five year of work experience in the area of combatting wildlife trafficking.
  • Experience of researching and producing baselining studies or related products is a strong asset.  
  • Experience working in countries in Asia mandatory.
  • Computer literacy.

Language - 10%

Excellent command of English 

REVIEW TIME REQUIRED

The timeline of the assignment will be established by the Regional Coordinator in discussion with the incumbent, including periodic benchmarks where the progress of the assignment will be reviewed.  

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSAL

  • Proposal: a cover letter with a brief description of why the applicant considers him/herself the most suitable for the assignment and how he/she intends to conduct the assignment
  • Personal CV or UNDP P-11 Form, indicating past experience from similar projects specifying the relevant assignment period, as well as the email and the telephone contacts of at least three (3) professional references
  • A financial proposal including a lump sum amount (fees and other incidental costs)

CRITERIA FOR SELECTION OF THE BEST OFFER

The successful candidate will be selected through a combined scoring method – where the qualifications of the incumbent will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30%.
