Background
An estimated 624,000 refugees, mainly the Rohingya, have fled violence across the border from Myanmar into Cox’s Bazar and the Chittagong Hill Tracts since 25 August 2017. The rapid influx of these refugees into areas with high baseline levels of poverty and environmental vulnerability has put immense strain on infrastructure, services and the host population. As of January 2019, over 900,000 stateless Rohingya refugees reside in Cox’s Bazaar and the vast majority lives in 34 extremely congested camps. The camps and surrounding areas are vulnerable for landslides, flooding and cyclones. The population in sub-districts where camps are located have tripled after the refugee influx, and anger and dissatisfaction is growing among host communities. Unfortunately, since the arrival of the Rohingya refugees, there has been no progress in terms of voluntary, safe and dignified return of Rohingya refugees to Myanmar.
The global COVID-19 pandemic that hit Bangladesh in earnest in March 2020 has further exacerbated the vulnerable situation in Cox’s Bazar. Even before the COVID-19 crisis, malnutrition and food insecurity were at high levels, and poverty is well above the national average. On average, 33% live below the poverty line and 17% live below the extreme poverty line. The COVID-19 crisis is still unfolding in Bangladesh and its full impact is therefore not yet clear. It is evident, however, that loss of income and trade flow disruptions of essential food and non-food items will even further stretch the capacities of communities to make a decent living and of the local government agencies to cover basic needs. COVID-19 is likely to further deepen inequalities, place considerable strains on social cohesion and place women and girls at higher risk of intimate partner violence and other forms of domestic violence due to heightened tensions in the household.
In this context, it is important to support all residents of Cox’s Bazar to not only transition smoothly from the humanitarian phase to the post crisis era but also to seize the opportunity to accelerate development, strengthen resilience and self-reliance, enjoy universal access to quality services, restored natural resources and decent livelihood opportunities. Development needs at present are dire and across a wide variety of sectors, including infrastructure (road, power, sanitation, etc.), quality essential services (health, education, water supply, solid waste management, etc.), local economic development, sustainable management of natural resources, disaster risk reduction and preparedness, etc.
Encouraged by the support from the UN and the other Development Partner teams, the District Administration of Cox’s Bazar and the Government of Bangladesh (GoB) initiated to prepare a District Development Plan for Cox’s Bazar. Four major results will be achieved through the Cox’s Bazar District Development Plan as follows:
1. Key sector analyses, strategies and plans: The DDP will focus on at least 13 broad sectors and 4 cross cutting issues to prepare strategies and plans.
2. Cox’s Bazar Full-Fledged District Development Plan: A full-fledged District Development Plan of Cox’s Bazar for 5 years that meets international quality criteria and standards and that is aligned to the 8th National Five-year Plan will be prepared.
3. A fully operational GIS Platform and searchable database of district-wide existing and planned infrastructure and services and priority projects.
4. Model District Development Plan for Bangladesh: Participatory and bottom-up approach based District Development Plan of Cox’s Bazar has the potential for national replication.
The Stakeholders of the project are DC’s Office and other relevant GoB institutions, Upazila Administrations, LGIs, UN agencies, ISCG/Development Cell at Cox’s Bazar level, Donors, I/NGOs, CBOs, Host Community and other stakeholder groups.
UNDP is currently recruiting a National Consultant-GIS Specialist for Cox’s Bazar DDP Core Team to be embedded at the DC’s Office to support the District Development Plan preparation. This should allow for provision of required expertise and technical support to establish a GIS and Spatial Information Management System as a decision making and prioritization of projects tool. He/she will be directly supervised by the Project Manager DDP. He/she will be working closely with the National Strategic Planner and Team Leader of DDP.
Duties and Responsibilities
Scope of Work
The GIS Specialist is to build a multi-sectoral, layered visual spatial data management platform. This platform is to manage social and physical infrastructure, land use, water sanitation, education, tourism facilities existing and potential, urban facilities and economic development in a Geographic Information System.
The Specialist will Identify data requirements in consultation with the DDP Core Team and retrieve information and develop maps and tools to design, implement and monitor the investment and project activities. These include:
• Support the CXB DDP team and the District level line Agencies and Local Government Institutions, Municipalities and Development Authority to visualize a coordinated District Plan using physical points identified in the maps;
• Gather data sets by UN agencies and GoB and recommend how data sets can be best visualized, compiled and utilized through GIS;
• Compile geographic and demographic data from multiple sources;
• Consult with external stakeholders to access census data, fieldwork information, satellite and aerial imagery, and maps;
• Compile data for statistics to incorporate into documents and reports;
• Analyze stakeholders and data sets and model relationships between geographic databases;
• Facilitate to develop a prototype and instruct on sustainable approach to operate and maintain GIS system hardware, software, and peripherals;
• Participate in sharing and progress meetings with District Administration, UNCT and local government;
• Liaison/coordinate DDP GIS data collection and sharing with other UN bodies, Government Institutions and other stakeholders;
• Produce and submit the final report related to the service provided;
• Post-crisis analysis: Support in port-crisis recovery analysis with facts and planning maps
Specific tasks to be undertaken by the GIS Specialist are:

Inputs (UNDP and Consultant)
The Consultant will use his/her own personal equipment. UNDP will provide a UNDP e-mail address, ID Card, Visiting Card & office space.
Duration of the Work
• The duration of the consultant will be 120 working days over the period of six months from January-June, 2021.
Duty Station
• The duty station is in Cox’s Bazar, Office of the Deputy Commissioner and UNDP CXB Sub-Office. The assignment requires travel to all Upazilas for conducting field visits and data collection, which will be facilitated by office vehicle/arrangement. The potential consultant will need to participate in sharing and progress meetings with District Administration and UNDP CXB Sub-Office.
• No DSA will be paid at the duty station. As such, DSA will only be provided for travel outside Cox’s Bazar district.

Language requirements
• Fluency in English and Bangla is required.
• Fluency in Local Chittagonian language will be given preference
Required Skills and Experience
Educational Qualifications:
• Master’s Degree with four years Bachelor Degree in Environmental Science/ Geoinformatics/ Computer Science or any other related field of study with academic credits GIS and Remote Sensing from a recognized university.
Experience
• Minimum 3 years of experience in development planning and research incorporating GIS and Remote Sensing.
• Minimum 2 years of experience as GIS focal point in producing multisectoral priority planning maps and monitoring dashboards in a wide range of tools like: ArcGIS Desktop, ArcGIS Pro, Erdas Imagine and ESRI Online
• Minimum 2 years of experience in Satellite imagery processing, elevation profiling, and modeling.
• Minimum 1 year of working experience as GIS focal point in District/Regional Development Planning is mandatory
• Minimum 1 years working experience in Cox’s Bazar, Refugee-Host social cohesion and development context of Chattogram Region.
Price Proposal and Schedule of Payments
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Individual consultants will be evaluated based on the following methodology:
Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual Consultant whose offer has been evaluated and determined as:
a) Responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
Shortlisted candidates shall be called for an interview which will be used to confirm and/or adjust the technical scores awarded based on documentation submitted.
Financial Evaluation: (Total obtainable score – 30)
All technically qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals receive points according to the following formula:

• Letter of Confirmation of Interest and Availability using the template provided in Annex II.
• Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
• Technical proposal, including a) a brief description of why the individual considers him/herself as the most suitable for the assignment; and b) a methodology, on how they will approach and complete the assignment.
• Financial proposal, as per template provided in Annex II. Note: National consultants must quote prices in BDT.
