Background

 

The United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against illicit drugs and international crime, including terrorism. It is a leading provider of specialized assistance to Governments for addressing the legal, criminal justice and rule of law aspects of counter narcotics, crime prevention and counter-terrorism. It operates in all regions of the world through an extensive network of field offices.

In the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) of the Philippines, UNODC works to better promote peace and stability in the region by bringing citizens and their communities and law enforcement institutions closer to effectively counter crime, violent extremism and terrorism. While the establishment of the BARMM represents a major step towards a political solution of the long-term conflict, fundamental to the success of BARMM as an autonomous political entity and the sustainability of peace is adopting a whole-of-community approach that engages the security sector, women and communities as partners.

Among UNODC’s main focus areas in the BARMM is on enhancing capacities and enhance interactions between security actors, especially the police, and local communities, promoting a community-based approach by security emphasizing prevention and peaceful coexistence; this is situated in the broader background of UNODC’s work of enhancing the crime prevention and criminal justice system in the region. The Office recognizes that it is essential to develop a strategy with the involvement of all relevant stakeholders in the country who have a role to play in addressing risk factors of crime and violence broadly.  As stated in the UN Guidelines for the Prevention of Crime, such a holistic approach is a prerequisite for crime prevention efforts to be effective and sustainable.

 

DURATION OF WORK AND DUTY STATION

The Consultant will be engaged for a maximum of 45 working days from 14 December 2020 – 17 February 2021

The Consultant will be home-based with possible travel to the BARMM region.

In light of the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work and travel of the Individual consultant shall be done within the guidelines and protocols set by the local and national government. Field work, trainings, meetings, and coordination shall be done in compliance with community quarantine policies.

 

EXPECTED OUTPUTS AND DELIVERBALES

  • Preparation for the workshop, including the development of an agenda, a list of stakeholders, a draft set of recommendations for action priorities on crime prevention and policing in the BARMM and related presentations.
  • National counterparts identify crime prevention and policing gaps in terms of implementation and capacities.
  • Awareness raised of national counterparts about international standards and good practices in the field of policing.
  • Identification of platforms for dialogue on security-related issues, together with representatives  from communities and civil society organizations, local government units, law enforcement, security sector, and other related government counterparts.
  • Preparation of a set of recommendations for action priorities on crime prevention and policing for relevant stakeholders.

SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENT 

  1. The Contractor should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all inclusive” (professional fees X number of working days, communications, transportation, insurance, etc.) that could possibly be incurred by the Contractor should be factored into the final amount submitted in the proposal.
  2. In case travel to BARMM is required, UNDP will shoulder the cost of travel; therefore should not be included in the financial proposal at this point.
  3. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the Contractor must be ready to submit proof of insurance valid during contract duration
  4. The contract price will be fixed output-based price. Any deviations from the output and timeline will be agreed upon between the Contractor and the UNODC Philippines Senior Policy Advisor.
  5. Payments will be done upon satisfactory completion of the delivery by target due dates. Outputs will be certified by the UNODC Philippines Senior Policy Advisor prior to release of payments.

Duties and Responsibilities

The consultant will provide their knowledge and expertise to assist in the development of strategic and actionable recommendations to enhance the BARMM region’s crime prevention and policing framework, as outlined below, including by supporting a national consultation workshop. The consultancy inputs will cover various functional areas of crime prevention, policing, terrorism, preventing and countering violent extremism, among others.

 

Governance and Accountability  

 

The consultant will work under the overall guidance of the UNODC Senior Resident Policy Advisor in the Philippines and in close consultation with relevant staff of the UNODC Program Office in the Philippines and other relevant offices.

 

The Consultant will ensure the quality and timely delivery of all required tasks as provided in the Terms of Reference. All outputs should meet the satisfaction of the UNODC Philippines Senior Resident Policy Advisor according to the following criteria:

  • Quality and timeliness of the various outputs produced;
  • The positive feedback from supervisor, colleagues and counterparts;
  • The flexibility and responsiveness in performing ad-hoc tasks;
  • Workshop is well serviced and meets objectives (i.e. sets crime prevention priorities and provides necessary inputs for the development of the strategic recommendations).

SCOPE OF WORK

The consultant will be responsible for carrying out the following activities:

  • Develop the agenda for the consultation workshop on crime prevention and policing in the BARMM and suggest a list of stakeholders to be invited;
  • Prepare a draft outline of crime prevention and policing recommendations for the BARMM taking into account material provided by UNODC, UN standards and norms as well as examples of strategies that have been adopted in other countries, preferably countries with  similar levels of development, frameworks, and history;
  • Prepare a presentation to present the crime prevention and policing recommendations outline during the workshop;
  • Act as lead facilitator of the workshop; present the outline, and act as a moderator and/or resource person for relevant substantive sessions;
  • Assist counterparts during the workshop to identify crime prevention and policing gaps and priorities to be addressed in the strategy and promote cooperation between different government sectors, communities, civil society and other relevant stakeholders to make crime prevention efforts more effective;
  • Based on the outcomes of the workshop as well as meetings conducted with stakeholders in the margins of the workshop as well as information provided by UNODC, prepare a first draft of crime prevention and policing recommendations;
  • Prepare a final draft of the recommendations incorporating comments received from UNODC on the first draft.

Recommended Presentation of Offer

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. UNDP Personal History Form (P11) or Curriculum Vitae (following the template attached) indicating all past experiences from similar projects or requirements, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  3. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided, and clearly stating the payment percentage as indicated in this TOR. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. 

Criteria for Selection of Best Offer

Applications will be desk reviewed by the UNDP Philippines’ evaluation committee. Assessment of best offer will be via Combined Scoring method—where the qualifications will be weighted 70%, and and the financial proposal (price offer) will be weighted 30%.
