Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

 

UN Women has been working to ensure that efforts to prevent violent extremism (PVE) are inclusive and based on the promotion and protection of women’s human rights. Across Asia, violent extremism poses a direct threat to peace and security and inclusive development by fueling intolerance, forcibly displacing communities, exacerbating cycles of insecurity and armed conflict, exploiting existing inequalities, obstructing human rights, and challenging the rule of law. Crucially, this violence is highly gendered, with gender stereotypes used to radicalize and recruit individuals to join violent extremist causes, and women being especially affected by violent extremism.

 

Groundbreaking recent research into the link between gender and violent extremism by UN Women with Monash University found that hostile sexist attitudes toward women and support for violence against women are the factors most strongly associated with support for violent extremism in three countries in Asia – Indonesia, Bangladesh and the Philippines. Individuals who support violence against women are three times more likely to support violent extremism. Further, misogyny is integral to the ideology, political identity, and political economy of current violent extremist groups. Factors commonly used to explain support for violence extremism – such as religiosity, age, gender, level of education, employment, or geographic area – are not significantly associated with support for violent extremism.

 

To publicize these novel research findings, UN Women seeks to develop a creative and modern animated video to present the research findings to a broader audience.

Duties and Responsibilities

Under the supervision of Programme Specialist, Governance, Peace and Security, the consultant will conceptualize and develop one animated video to communicate key messages related to the research on misogyny and violent extremism. The consultant under this contract is required to:

  • Provide a comprehensive consultation on illustrative style.
  • Work with UN Women to develop a script based on key messages of the research. Prepare a storyboard for discussion, feedback and approval.
  • Produce an animated video as agreed, including background music with rights for use and distribution secured by the consultant and professional narration secured by the consultant (the price of both should be included in the lumpsum financial proposal). The video should include English subtitles and/or overlayed text. The animated video should be between 2-2.5 minutes.
  • Modify, revise and edit materials as required, in consultation with UN Women. UN Women anticipates no more than 3 rounds of video edits to ensure partners and other stakeholders approve of content. Efforts will be made to keep rounds of edits to a minimum to ensure timely delivery of assets stated above.
  • Prepare final media files for online distribution. The final video should be delivered in different formats/sizes/resolutions for effective use on web, YouTube, Facebook, Instagram and Twitter.
  • Once the script is translated into Bahasa Indonesia, Tagalog and Bangla by UN Women via professional translator, produce versions of the videos with these languages in subtitle.

    PRINCIPLES

  • Messages should be related to information in the research. Gender stereotypes should not be reinforced in the visuals, music or text of the video. The video should be specifically tailored to the Asia region.
  • Materials should be designed in such a way that they can be updated and adjusted for future use (all colors, pantones, fonts, inserted bitmaps or any other used resource should be included in the design package; fonts should not be converted to outlines in order to follow further edits and adaptations in the future).
  • The designs of the materials should be consistent with UN Women Branding Guidelines and Identity Standards.
  • UN Women will hold non-exclusive world rights in perpetuity of all designed submissions and products. The products shall not be disclosed to the public nor used in whatever format without written permission of UN Women in line with the national and International Copyright Laws applicable.

Contract period and work location

Home-based, with regular interaction through e-mail and phone with the Regional Office for Asia and the Pacific, Bangkok. The contract period will cover a period of 29 January – 15 April 2021.

  • Bachelor’s degree in graphic design, animation, filmmaking, communications and/or visual arts. A technical degree in combination relevant experience may be accepted in lieu of the bachelor’s degree;
  • A minimum 3 years of demonstrated experience in creating high quality animations, illustrations, video production and editing;
  • Experience in producing videos for the United Nations, governments, international non-profits, or private sector companies for digital advocacy campaigns;
  • Excellent creative ability and style in producing animations and communications materials, to be assessed through samples of previous work;
  • Experience on development of communications materials on gender is an asset;
  • Excellent command of English.

 

        Evaluation Criteria

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price  proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
