Background

Under the overall supervision of the Assistant Director General / Regional Representative, the technical supervision of the Lead Technical Officer (LTO) of the project and the Green Climate Fund (GCF) Advisor and operational supervision of the Budget Holder and National Proramme Coordinator, as well as in close consultation with the National Designated Authority (NDA) – Ministry of Agriculture, Forestry and Water Management and in close liaison with FAO Belgrade personnel, the National Team Leader and Project Manager will be responsible for ensuring the overall technical quality of activities implemented in the framework of project GCP/SRB/004/GCR “Strengthening Serbia’s  capacities for strategic engagement of private sector into climate financing”.

Duties and Responsibilities

National Team Leader will carry out the following activities:

 

  • Lead and coordinate the work of the national consultants of the project and ensure quality of technical inputs under the project.
  • Prepare a Project working and procurement plan for overall implementation and monitoring of the project activities in close collaboration with Serbian NDA and FAO Staff.
  • Liaise with FAO staff and the Ministry of Agriculture, Forestry and Water Management and NDA for the GCF to ensure all activities are implemented according to the Project working plan.
  • Develop and assist in the development of the main project schedule, outputs and all other project work tasks.
  • Develop and assist in preparation of written communication to the GCF related to the outputs and deliverables of the project activities, including drafting the interim and completion project report submitted to GCF in close collaboration with Serbian NDA and FAO Staff.
  • Support in the identification and mobilization of all stakeholders both public and private that are relevant for GCF in the country and engage in active dialogue with them for the implementation of project activities, working with the National Gender Specialist to ensure equal participation of women and other vulnerable population throughout the project.
  • Coordinate the organization and participate in national and sub-national consultations with all relevant actors and stakeholders.
  • Coordinate and facilitate the implementation of the communications strategy of the NDA with stakeholders. 
  • Support the assessment of DEAs entities, under the guidance of National and International Accreditation consultants.
  • Provide technical contribution to all deliverables and outputs as required for successful implementation of the project.
  • Support consultants to navigate FAO clearances and procedures required for publications, launching web-based platform, etc.
  • Provide operational support for the procurement and recruitment foreseen under the project according to approved budget.
  • Perform other duties and activities as required by the LTO to ensure successful implementation of the project.

Required Skills and Experience

  • Master’s or Bachelor’s degree(s) in project management, business administration, economics, finance, management, political sciences, agriculture, sustainable development, climate policy or related fields.
  • A minimum of 5 years work experience in climate change preferably in an international environment.
  • Knowledge on national context on environmental and climate change issues.
  • Proven experience on development projects implementation and coordination.
  • Knowledge of GCF procedures and UN SDGs will be considered as asset.
  • Work experience in more than one location or area of work, particularly in field positions is also desirable.
  • Ability and self-initiative to carry out assigned tasks within deadlines in a team as well as under minimal supervision.
  • Excellent knowledge and regular use of Microsoft Office Suite (Word, Excel, PowerPoint).
  • Excellent oral and written communication skills of English are required. Knowledge of another UN language is an advantage.
