Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Kenya, the UN Women Country Programme contributes to the development objectives of Kenya’s blueprint, the Vision 2030, the SDGs particularly, SDG 5 and is aligned to the United Nations Development Assistance Frameworks (UNDAF) 2018-2022 as well as UN Women Global Strategic Plan. The Kenya Country Programme - “Gender Equality and Women’s Empowerment Gains Consolidated' - aims to achieve the following results: (i) Increased women’s leadership and participation in governance; (ii) Strengthened women’s economic empowerment; (iii) Increased protection of women against gender-based violence & access to justice for women; and (iv) Strengthened women’s leadership in peacebuilding and humanitarian response.

The Women, Peace and Security (WPS), Humanitarian and Disaster Risk Reduction(DRR) programme in Kenya Country Office is conceived and anchored within the framework of Kenya National Action Plan on UNSCR 1325 on Women, Peace and Security, the commitments of the World Humanitarian Summit, Agenda 2030 and the Sustainable Development Goals (SDGs). The programme embodies the “Leave No One Behind” principle, by ensuring the inclusion of women, youth and other marginalized groups in peace, security and humanitarian initiatives. The Programme focuses on two key areas; a) Development and implementation of gender-responsive policies and frameworks on peace and security and DRR, and b) Women and girls have access to DRR and humanitarian services.

In 2020 UN Women supported the Government of Kenya on developing its second-generation National Action Plan on UNSCR 1325 (KNAP II). The programme prioritizes the implementation, coordination, reporting and monitoring of Kenya’s Second National Action Plan on UNSCR 1325, (Pillar Participation, Protection, Prevention and Relief and Recovery). It seeks to promote inclusivity, cohesiveness, localizations, and resilience.

Reporting to the Peace and Security Specialist, the National Programme Analyst exercises overall responsibility for planning, implementing, and managing UN Women interventions around the implementation of Kenya National Action Plan. She/He will facilitate project implementation activities and achieve project result. She/He will support the State Department of Gender team coordinating and managing the Implementation of Kenya National Action Plan (KNAP) on UNSCR 1325.  Responsibilities include supporting the formulation of project strategies and implementation, coordination and facilitating knowledge building and sharing on the implementation of Kenya National Action Plan on UNSCR 1325 and support localization efforts. She/he works in close collaboration with the programme and operations team, Government officials, multi and bi-lateral donors and civil society ensuring successful implementation of KNAP II.

Duties and Responsibilities

Contribute technically to the development of programme strategies in the area of WPS.

  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives within KNAP Framework, including on PCVE.
  • Support to translate the priorities of the Strategic Note into programme interventions in WPS.
  • Organize coordination meetings and consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on programme design, as necessary.

Provide Substantive Technical support to the implementation and management of KNAP II.

  • Provide technical inputs to the annual work plan and budget.
  • Coordinate the National Steering Committee (NSC) on UNSCR 1325, Gender Sector Working Group WPS Task Force, and relevant entities on the coordination and implementation of UNSCR 1325 in Kenya.
  • Manage the technical implementation of KNAP II; provide technical advice; ensure synergies with other thematic areas in KCO and stakeholders.
  • Review and evaluate partners proposals that contribute to KNAP II.
  • Support the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners under LEAP III project.

Provide technical assistance and capacity development to WPS programme partners.

  • Provide technical and policy support to the country office in developing and strengthening projects/ programmes that contribute to the implementation of KNAP II.
  • Build, manage, and expand relationships with national partners to support implementation and expansion of the women, peace and security programme; respond to any potential problems.
  • Implement and oversee capacity building opportunities and initiatives.
  • Provide partners with advanced technical assistance, training and capacity development initiatives.

Manage the monitoring and reporting of the programme/project

  • Provide technical inputs to the monitoring and reporting of the KNAP II implementation.  
  • Monitor progress of implementation of activities and finances using results-based management tools.
  • Undertake field visits to monitor the performance of commitments by partners and ensure programme objectives are being met.
  • Draft reports on monitoring missions, programme results, outputs and outcomes.
  • Oversee the drafting of Annual KNAP II reports and contribute to the UNSG’s Annual Report on WPS.
  • Provide substantive inputs to the preparation of donor and UN Women reports relating to WPS.

Provide substantive technical inputs to the management of people and finances of the WPS programme.

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary.
  •  Provide substantive inputs to financial reports.

Provide substantive inputs to building partnerships and resource mobilization strategies.

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases.
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
  • Analyze and research information on donors, finalize substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.
  • Participate in donor meetings and public information events, as delegated.

Provide technical support to inter-agency coordination on WPS to systematically integrate its national coordination mechanisms.

  • Provide substantive technical support to UN Women Representative and Deputy Representative and SDfG by drafting background reports and briefs on KNAP II.
  • Coordinate with UN agencies, government, donors and NGOs to ensure KNAP II implementation is harmonized and coordinated.
  • Advocate for the engagement and participation of local organizations and civil society networks in WPS coordination mechanisms.

Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop background documents, briefs and presentations related to KNAP II.
  • Manage advocacy strategies and their implementation.
  • Identify best practices and lessons learned to guide programme improvement and strategy planning
  • Lead the development of knowledge management strategies and methodologies and products on women, peace and security.

Support other thematic areas as and when the need arises.

Required Skills and Experience

Education and Certification 

  • Master’s degree in social sciences, Conflict Studies, Political Sciences, Policy, Humanitarian Action, Gender/Women's studies, International Development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/program management certification would be an added advantage

Experience 

  • At least 6 years of progressively responsible work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building.
  • Technical experience in the area of women, peace, and security.
  • Experience coordinating and liaising with government agencies, CSOs, and/or donors.
  • Experience working in the UN System is an asset.

Language Requirments

  • Fluency in English is required;
  • Knowledge of Swahili is an asset.
