The United Nations Office for South-South Cooperation (UNOSSC) was established to promote, coordinate and support South-South and triangular cooperation globally and within the United Nations system.
UNOSSC, hosted by UNDP since 1974, was established by the UN General Assembly with a mandate to advocate for and coordinate South-South and triangular cooperation on a global and UN system-wide basis. UNOSSC receives policy directives and guidance from the General Assembly and through its subsidiary body, the High-level Committee on South-South Cooperation. UNOSSC submits its strategic planning frameworks to the UNDP, UNFPA and UNOPS Executive Board for approval and funding. The Director reports to the UNDP Administrator and has also been appointed Envoy of the Secretary-General on South-South Cooperation.
UNOSSC signed a full-fledged global project (2019-2023), with support from the Government of China through the China International Center for Economic and Technical Exchanges (CICETE), to facilitate South-South and triangular cooperation at city level. The project is entitled “South-South and Triangular Cooperation among Maritime Continental Silk Road Cities for Sustainable Development” (in short as “SSTC Silk Road Cities Project”, or “Cities Project”). The Cities Project aims to leverage the strategic opportunities offered by the “Belt and Road Initiative” (BRI) in advancing sustainable development globally. The Cities Project aligns its support with the engagement and ownership of local authorities and stakeholders. It is designed to provide streamlined services which include demand-driven needs assessment, capacity development, advisory and advocacy, knowledge and technology transfer, expertise exchange, and implementation and co-financing. The overall objective is to support and incubate thematic and sectoral pilot projects.
Building on the success of China South-South Development Centre Phase 1 (2008-2018), the Government of China has committed its continued institutional and financial support to UNOSSC on a second phase (2019-2024) entitled Global South-South Development Centre (GSSDC). The 2nd Phase of GSSDC will 1) place greater emphasis on two-way sharing of knowledge and expertise for mutual learning between China and other countries; 2) align GSSDC’s support with the UN SDGs, and other global development frameworks; 3) expand the existing network to beyond China, and reposition itself as a true global network of centers of excellence for SSC; 4) streamline its services and management arrangements particularly the small-grant programme; and 5) provide advocacy and advisory support, and conduct sector-specific research and analysis to inform global policy discourse for SSC.
UNOSSC is recruiting a Project Consultant who will be responsible for supporting the Cities Project and GSSDC Project with project advocacy and reporting tasks.
Purpose and Scope of Assignment
The incumbent will report to UNOSSC’s Programme Coordination Specialist and closely collaborate with Cities Project team and GSSDC Secretariat team.

Detailed tasks
- Draft and develop multimedia advocacy and knowledge products related to projects, e.g. background documents, concept notes, briefs, speeches, presentations, videos and other communication materials to highlight the achievements of projects
- Provide research and drafting support to facilitate formulation, implementation, monitoring and evaluation of projects
- Support the development of project results and progress reports
- Support project related knowledge management and dissemination through UNOSSC’s online platforms
- Provide event management and organization support including online and offline webinars, events and workshops
- Assist in identifying opportunities through project networks and experts rosters, and contribute to partnership building efforts, operationalization of thematic SSTC clusters, and facilitation of exchanges and communication among city/institutional partners
- Provide other ad hoc support as required by supervisor and project teams to achieve project goals

Required Skills and Experience
Education:
- Master’s degree required.
- Specialization/major in journalism, law, English language studies or other related social science fields which require excellent writing skills highly desired.
Experience:
- 2 years prior work experience with the UN and/or other international organization required.
- Prior experience in advocacy, communications, knowledge management in international development domain required.
- Experience organizing international events required.
- Good understanding of South-South and triangular cooperation highly desired.
- Familiarity with the UNDP policy/rules highly desired.
- Prior experience working in a multilingual cross-cultural environment preferred.
Language:
- High Proficiency in English and Chinese communications
- Excellent English writing skills
- Knowledge of other five official languages of the UN (Arabic, Chinese, French, Russian and Spanish) would be an asset.
IT:
- Strong IT skills and excellent knowledge of office software packages required.
- Strong skills in using graphic design software, multimedia production software and video producing software required.
- Excellent knowledge in using online platforms (MS Teams, Zoom etc) required

Evaluation / Selection Process
Applicant’s CV and cover letter will be assessed against alignment with functional responsibilities and required skills and experience to create a longlist.
For shortlisted candidates, a cumulative analysis method will be used. The award of the Individual Contractors Contract shall be made to the individual contractors whose offer has been evaluated and determined as:
- Responsive/compliant/acceptable, and
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation
Technical Criteria; 70%
Applicant interview performance will be evaluated against listed required skills, experience, and competencies.
- Experience in UN development project related advocacy, communications and reporting (30 points)
- Experience in knowledge management and dissemination in the context of international development and South-South cooperation (20 points)
- Experience in planning, organizing and documenting international events and webinars and coordinating and interacting with governments, international organizations, and other stakeholders (20 points)
- Experience in working for international organizations, development cooperation agencies or relevant government entities (15 points)
- Knowledge of result-based management, M&E and reporting (15 points).
Financial Criteria; 30%
The following formula will be used to evaluate financial proposal: p = y (µ/z),
- p = points for the financial proposal being evaluated;
- y = maximum number of points for the financial proposal;
- µ = price of the lowest priced proposal;
- z = price of the proposal being evaluated;
