Background

The Enterprise Application Development section under the Information Technology Services (ITS) is responsible for developing sustainable and affordable IT solutions to meet UNOV/UNODC requirements, also enabling availability of the solutions more generally across the UN Secretariat entities.

The India Technical Hub (EAD-ITH) based in New Delhi forms part of the vital delivery pillars of the ITS in keeping with the UN’s revised ICT strategy. As part of this strategy and under the direct supervision of the Head - ITH; the Web Developer will liaise with the Team Leader, Substantive Web Applications Team (SWAT) for day to day work and be responsible for the following:

Duties and Responsibilities

  • Provide support in the planning, specification, design, development, implementation and maintenance of customized application software systems; work with senior IT staff on the definition and specification of requirements; build, test and modify prototype application software based on detailed instructions; install and maintain software systems.
  • Interface with the clients to define business requirements, and coordinate &  monitor the product implementation with all stakeholders.
  • Develop, test and debug web applications using technologies such as: HTML, JavaScript, ORM, SQL, Angular JS and other frameworks.
  • Provide support on software development matters, including security, data integrity and recovery; assist with needs assessment for new systems (including modifications to existing systems); perform ongoing reviews with users and developers and respond to requirements; request, implement, provide operational support and maintain various applications.
  • Maintain regular contact with users and technical staff in user offices and provide support as required.
  • Conduct research on new technologies as requested; keep abreast of developments in the field; assist in testing and evaluating new products and technologies.
  • Perform other work related duties as required.

  • Provide effective computer application systems assistance and support and contribute to the development, implementation and maintenance of computer application systems.
  • Process work and initiate appropriate follow up-action in a timely manner.
  • Documentation on the background and work undertaken.

Payments will be made upon satisfactory completion and submission of outputs/deliverables. Please note that last payment must coincide with the end of the contract and must be identical to payment phases in the engagement of consultant/IC request.

Education:   

  • A minimum of bachelor’s degree from a recognized university. Relevant additional post-secondary education or training in IT, computer science or related field is an asset. 

 

Experience:

  • A minimum of 5 years of relevant technical experience in systems analysis, development and programming is required.
  • Solid knowledge of/experience with Java technologies is required e.g. Apache Tomcat, Hibernate, Spring, RESTful Web Services, Maven, Gradle
  • Solid knowledge of/experience with Web Technologies HTML/CSS/Javascript is required. e.g. SAAS/Less, Bootstrap, JQuery, Angular, NodeJS, JSON and front-end build tools (npm, Grunt, Webpack)
  • Solid knowledge of/experience with SQL Databases is required.
  • Experience with CI build environments, code, issue management is required. e.g. GIT, Apache Bamboo, Bitbucket, JIRA.
  • Knowledge of/experience with XML and related standards, XML, W3C Schema definitions, XSLT is an asset.
  • Experience with Search and Indexing Technologies e.g. Apache Solr is an asset.

 

Languages:     

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

 

Technical Evaluation Criteria:       

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as response and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight - 70%.
  • Financial Criteria weight - 30%.
  • Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the financial evaluation.

Financial Proposal:

Technically qualified consultants will be requested to submit their daily fee rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same

Criteria for Technical Evaluation:

  • Qualification – 10 marks;
  • Relevant Work Experience – 60 marks;

 

Payment Schedule:

  • Payment will be made on monthly basis for the number of days worked on submission of progress report.
