Background

UNDP Afghanistan Mission Statement:

The Government of Islamic Republic of Afghanistan (GIROA) and international community have been working together for well over a decade to build a national police force that can ensure safety and enforce law and order in Afghanistan for all citizens, men, and women, young and old, in rural and urban settings. The task is now for the Ministry of Interior Affairs (MOIA) and to transform the Afghan National Police (ANP) from a counter-insurgency force into one that focuses on enforcing the rule of law and dealing with crimes and basic security needs of people in Afghanistan. Currently, levels of training remain low – the illiteracy rate among police is high and new recruits join the force after only a few weeks of basic training. Once on the job, there are few opportunities for professional development or training.

The establishment of LOTFA: 

UNDP has operated LOTFA since 2002. LOTFA was originally created to support the establishment, payment, equipment and training of the police force in Afghanistan. The central goal was is to support the Government of Islamic Republic of Afghanistan (GIROA) in achieving a paid, professional Afghan National Police (ANP) and staff of the General Directorate for Prison and Detention Centres (GDPDC) that deliver essential services to the Afghan people for improved public trust, safety and security and to support improved rule of law enforcement.

Based on consultations conducted between UNDP, the GIROA and donors it was determined that the scope of LOTFA should be expanded to include the entire justice chain (police, courts and prisons) and cover all institutions across the entire Rule of Law sector, with an increased focus on anti-corruption. Simultaneously, the LOTFA structure was revised to bring it more in line with international standards and best practices on Trust Fund management and administration. 

Recent restructuring to LOTFA: 

The new LOTFA Terms of Reference (TOR) and Strategic Framework approved in November 2018 has turned LOTFA into a multi-partner trust fund (MPTF)  funded by twenty-three donors and established four thematic areas 1) Security, 2) Justice, 3) Anti-Corruption and 4) Ministry of Interior Affairs (MOIA)’s Payroll to support the government reform plans and evidence-based policy and programmatic interventions.

Project Background:

In 2020, the LOTFA Steering Committee approved a 4-year UNDP’s project, titled Community-Oriented Policing Services (COPS) which focuses on supporting the ANP to (1) increase the trust and cooperation between communities and the police through an enhanced Police-e-Mardumi (PeM) methodology, including piloting new approaches to allow the ANP to capture the voices of the community (2) the establishment of an enabling environment, allowing police personnel working in police districts to deliver improved community-oriented policing services meeting the demands and needs of the communities which they serve. The Project focuses on the Provincial Headquarters and Police Districts in Kabul.

Proposed task:

The main goal and objectives of this consultancy is to review the existing community oriented policing training and consultation workshops and other relevant activities in Kabul PHQ and PDs and provide professional assistance and streamline the community policing concept. The eventual goal is to assess the community policing existing training materials and develop and update the training materials based on the societal dynamics in order to improve the police behaviors and strengthen the trust and confident between the police and community. The other associated activities would be to coordinate with the relevant directorates develop and conduct community policing training and consultation workshops. This will enhance the capabilities of police to better serve the people.

Duties and Responsibilities

SCOPE OF WORK AND DELIVERABLES 

The scope of this assignment is aligned with MoIA Four Year Strategy (MISP-S.D 2.3) to improve police professionalization and to provide quality services to the community. In support to mentioned MoIA strategy and the COPs project mandate the overall objectives of this assignment is conduction of training and consultation workshop to the PHQ/PD police officers.

To achieve the objective, he or she will work together with the project manager Output focal point to produce the following:

  1. Conduct an in-depth review of all available training materials, training assessment reports of community policing training workshops.
  2. Facilitate the process of Police-e-Mardumi and other relevent training material development and provide technical support in the development of PeM training materials for Police-e-Mardumi Directorate in coordination with the Kabul PHQ and Police Staff College.
  3. Support the committee for the development of time frame for the consultation workshops and review, and existing training materials.
  4. Work closely with the Police-e-Mardumi and PHQ, assigned team and provide regular update to UNDP/COPS about the status of the consultation programs.
  5. Consult with relevant MoIA Deputy Ministers and directors (DM Security and Administration), Directorates of PeM, Religious and Cultural Affairs, Gender and Human Rights for finalization of community policing consultation events.
  6. Assist the PeM team in piloting the PeM training based on the approved PeM training workshops at the PHQ and PDs and incorporate feedbacks into the PeM training manual.
  7. Work closely with PSC and Kabul PHQ/administration deputy on training need assessment, material development and conduction of the training workshop for PHQ and PDs officers.
  8. Provide narrative report for the completion of milestone tabled underneath;

  4. Establish of PSC, PeM and PHQ joint committee for community policing training material development.

Deliverable 2: Community Policing Training and Consultation workshops

  1. Draft a concept note and plan on community policing training workshop.
  2. Conduct a consultation workshop with APNA, PSC, PeM, Human Rights and Religious Affairs.
  3. The developed PeM workshop is prepared and shared with the PSC, PEM and PHQ for endorsement.
  4. Facilitate the community policing consultation workshop materials for development process with the committee on regular sessions and in a series of consultative workshops based on the approved concept note.
  5. Designing, printing, and submitting the draft community policing workshop training and supplementary materials in collaboration with MoIA staff.
  6. Session of five days training workshop for PHQ/PDs officers to be conducted on community policing and relevant subjects.

PDs Training Workshop for Education Officers:

  1. Review of the existing training materials in PHQ and PDs and prepare a concept note for training workshop.
  2. Conduct a training need assessment for the PDs and PHQ training officers.
  3. Developed and need based Training of Trainer workshop for PDs education officers.
  4. Conduct the training program of ToT to enable the PDs and PHQ education officers to get the knowledge and skills to organize need based training programs throughout the year for PHQ/PDs officers.
  5. Report the conduction of the training program to the relevant partner and stick holders. (MOIA and UNDP/COPS).

Deliverable 3: Administration procedure Training workshops

  1. Conducting Training need assessment on Kabul PHQ administration procedures (planning, operating, monitoring, and reporting)
  2. Standardizing administration procedure to be developed in consultation with Kabul PHQ administration deputy office.
  3. Developing training materials on administration procedures of Kabul PHQ At least ten standard functions to be introduced base on the laws and regulations to be optimized the administration quality.
  4. Develop training workshop concept note and attain approval MoIA & UNDP.

Conduction of the Training Workshop:

Sessions of training workshop on implementation of the administration procedure to be conducted for officers of PHQ and PDs in close coordination with DMTP/Staff College.

Deliverable 4: PHQ and PDs report Analysis and final consultancy report.     

  1. Reviewing and evaluation of the results of conducting the community policing workshops and Provide recommendations through a presentation and final report to MoIA and UNDP/COPS as well as preparing final report.
  2. Report of the new administration procedures and conduction of the training workshop to be developed and submitted to UNDP and MoIA.
  3. The consultant will present the final report on the deliverables to the MoIA and UNDP.

Payment Modality: 

 

Payments under the contract shall be delivery based and be made on receipt of the specific milestone reports indicated above and including a timesheet per UNDP procurement formats for individual contractors. These shall be as indicated in the table above and shall be made upon approval by the relevant COPS project manager. The draft of the relevant documents will be reviewed by the UNDP/COPA output leads and Management. Upon receipt of final comments, the consultant shall finalize the relevant documents based on the deliverables for formal acceptance by UNDP, at which point the final payment shall be released.

Required Skills and Experience

Academic Qualifications:

  • Bachelor or master’s degree in public administration, Political Science, International Relation, Criminal Justice, Social Science, Law, or any other areas relevant to the post.

Experience:

  • A minimum of 7 years of work experience in public administration.

  • Experience in police education, reform, and professionalization.

  • At least 7 years of working experience in capacity assessment and institution building in security sector, rule of law and access to justice.

  • Experience in development of Standard Operation Procedure, guidebooks in police service, lawyers, and justice administration.

  • Demonstrated experience in writing of reports and capacity assessments or similar documents.

  • Experience in Afghanistan or similar contexts preferred.

  • Experience in Ministry of Interior Affairs of Afghanistan is a plus point.

     

Language:

  • Excellent written and spoken English,

  • Skill in Dari/Pashto would be helpful;

Price Proposal and Schedule of Payments:

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.  The consultant shall then submit a price proposal when requested by UNDP, in accordance with the below:

  • Daily Fee – Daily Fee – The consultant shall propose a daily fee which should be inclusive of his/her professional fee, local communication and transportation costs. The number of working days for which the daily fee shall be payable under the contract is 170 working days.

The total professional fee, shall be converted into a lump-sum contract and payments under the contract shall be made on submission and acceptance of deliverables by end-user under the contract in accordance with the abovementioned schedule of payment

EVALUATION METHOD AND CRITERIA:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight 70%

* Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

Technical Proposal (30 marks)

  • Technical Approach & Methodology (20 marks)– This explain the understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The Applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach.
  • Work Plan (10 marks) – The Applicant should propose the main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client), and delivery dates. The proposed work plan should be consistent with the technical approach and methodology, showing understanding of the TOR and ability to translate them into a feasible working plan
