The Islamic Republic of Iran and the United Nations have developed a three-year joint program funded by the European Union, titled: “Responding to emerging needs and enhancing the resilience of the most vulnerable, especially children, youth, and women in Iran”. Under this Joint Program, the United Nations Development Program (UNDP) works with the Government of Iran to strengthen the resilience of women, youth and the most vulnerable through economic empowerment and disaster preparedness, with a particular focus on the county of Pol-e-Dokhtar in Lorestan Province. UNDP will apply an integrated approach to achieve those objectives through a number of interrelated components, promoting policy-dialogue on the one hand and interconnected programmatic interventions on the other hand.
Targeted projected beneficiaries are not a homogenous group; drivers of vulnerability and resilience differ according to many elements, including their socio-economic status, employment status, family situation and geographic location. Hence, in a first stage, UNDP will strive to build a holistic understanding of capacities, needs, barriers and opportunities among vulnerable groups in the target area to support the effective targeting of project beneficiaries and the identification of tailored solutions.

The overall objective of this consultancy is to enhance the understanding of the local socio-economic context in Pol-e-Dokhtar, with a view to inform income-generating opportunities for vulnerable groups, with a particular focus on Female Heads of Households. The tasks will include:

- Undertaking a comprehensive situational/baseline analysis of vulnerable target groups in the county of Pol-e-Dokhtar;

- Supporting the targeting process of project beneficiaries, in consultation with UNDP and relevant stakeholders;

- Conducting market research in Pol-e-Dokhtar county, including analyzing the impact of COVID-19 on market systems, identifying local comparative advantages, economic clusters, competitive value chains, market bottlenecks and doing a socio-economic analysis of home-based and MSMEs;

- Disseminating research findings and support the prioritization process, through a multi-stakeholder consultation workshop

- Supporting UNDP Communications Unit in identifying entry points for social media campaigns and communication platforms to raise the profile of youth and women entrepreneurs;

- Supporting the training institute service contractor in linking up with project beneficiaries, understanding their training needs and identifying training facilities and arrangements.

Competencies

Required Skills and Experience

Education:

• Minimum of Master’s degree in economy, sustainable development, business management, marketing, rural development, social development and any other relevant field;

Experience:

• At least 8 years of professional experience in the fields of economics, job generation, business administration and economics, marketing, sustainable livelihoods, women economic empowerment or related fields;

• Knowledge and experience in digital marketing, SMEs development, micro-credit, start-ups is an advantage;

• Skilled at qualitative and quantitative data management and analysis;

• Experience in report drafting

Desirable Qualifications:

• Previous experience of working/ collaboration with Vice Presidency of Family and Women’s Affairs, Ministry of Agriculture Jihad and Ministry of Labor, Cooperative and Social Welfare desirable;

• Previous experience of working/collaboration with the UN agencies, particularly with the UNDP, and knowing their exigencies desirable;

• Work experience in Lorestan Province is considered as an advantage.

Competencies:

• Fluency in oral and written English and Persian is required;
