Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women supports UN Member States as they set global standards for achieving gender equality and works with governments and civil society to design laws, policies, programs and services needed to implement these standards.
UN Women has a three-pronged mandate focusing on normative, coordination and programmatic engagement. Through its programmes and projects, UN Women is supporting national partners (governmental and non-governmental) in the implementation of existing international and national commitments to women’s rights and gender equality, it facilitates networking and exchange of good practices and advocates for women’s rights and gender equality in all areas of life. Programmatically, UN Women works in five thematic areas: leadership and participation, women’s economic empowerment, ending violence against women, women peace and security and gender responsive governance. UN Women also invests significantly in the coordination within the UN, with the national institutions, with the civil society organizations and with the international development partners. In 2021 UN Women Country Office Bosnia and Herzegovina is commencing implementation of its Strategic Note for the period 2021 – 2025, which is aligned with the UN Sustainable Development Cooperation Framework (UNSDCF 2021 – 2025) and is looking to further develop normative and coordination engagement with the key partners in the country.
As part of its implementation of the Strategic Note for the period 2021 – 2025, UN Women Country Office Bosnia and Herzegovina develops communications and advocacy materials that require creative, visually appealing and high quality graphic design applied to publications, brochures, factsheets, fliers, posters, newsletters, infographics, animation videos, logos etc. to support communications, advocacy and resource mobilization and enhance visibility and understanding of UN Women initiatives.
In this regard, UN Women Country Office Bosnia and Herzegovina is establishing a network of qualified national graphic design consultants with expertise in designing publications, brochures, factsheets, fliers, posters, newsletters, infographics, animation videos, logos, social media content, etc. This list of consultants is intended to facilitate the selection, recruitment and assessment of experts for various assignments in this area.

Objective

UN Women Country Office Bosnia and Herzegovina is establishing a network of qualified national publication graphic design consultants with expertise in designing publications, brochures, factsheets, fliers, posters, newsletters, infographics, animation videos, logos, social media content, etc. This list of consultants is intended to facilitate the selection, recruitment and assessment of experts for various assignments, to support implementation of the UN Women Strategic Note for the period 2021 – 2025.
In this context, UN Women is seeking to  engage national graphic design consultants with expertise in the following:

  1. Designing publications, including cover pages, layout, tables and typesetting using approved templates (if available) or providing uniquely designed visual identity;
  2. Designing infographics;
  3. Designing other communications and visibility materials, including social media content (visuals and gifs), PowerPoint presentations, visual animations, and other similar related content.

When engaged, the consultants will be under the direct supervision of the designated Programme and Communications staff and overall supervision of the Programme Specialist and Country Representative.

 

Duties and Responsibilities

The consultants will work closely with UN Women Country Office Bosnia and Herzegovina Communications Associate, project managers and programme coordinators to perform the tasks that include, but are not limited to the following:

1. Designing publications, including cover pages, layout, tables and typesetting using approved templates (if available) or providing uniquely designed visual identity;

  • Conceptualization, design and layout of high-quality innovative, user-friendly, creative and attention-grabbing materials, such as publications, factsheets, brochures, fliers, reports, data dashboard, interactive/digital e-brochure/publications, posters and other types of publication and promotional materials.
  • Conceptualization, design and layout of print and web-based campaign and advocacy materials, promotional and any other communications materials that require creative graphic design.

2. Designing infographics

  • Conceptualization and development of infographics to communicate key achievements on Gender Equality and Women’s Empowerment in Bosnia and Herzegovina, including those regarding the implementation of international commitment such as CEDAW, Beijing Platform for Action, the Agenda 2030 for SDGs;
  • The developed products should be created for printing and specific use on web and social media, if required.

3. Designing other communications and visibility materials, including social media content (visuals and gifs), PowerPoint presentations, visual animations, and other similar related content.

  • Conceptualization, design and layout of other communications and visibility materials, including but not limited to social media content, PowerPoint presentations, visual animations, and other similar related content, in relation to UN Women activities and projects/programmes (including regional EVAW programme);
  • Explore and propose ways to convey information through animation elements, if requested;
  • Liaise with the printing/production facilities and provide them with all relevant production-related information, including quality control to ensure accurate and high-quality work.

4. Other design related tasks, including:

  • Modifying, revising  and editing materials as required, in consultation with relevant UN Women staff;
  • Preparing final design files for online distribution and print in suitable formats;
  • Carrying out ad-hoc graphic design related work as instructed by the supervisor;
  • Consultants will be engaged under a long-term retainer contract and will be guided by a specific assignment clearly stipulating the nature and scope of work, list of deliverables, timeframe and the outcome.

Principles

  • Visual style and identity should be positive and empowering and reflect the programme’s expected results to improve the access and use of UN Women knowledge products to inform policy decisions and programmes on gender equality and women’s empowerment;
  • Materials should be designed in such a way that they can be updated and adjusted for future use (all colours, pantones, fonts, inserted bitmaps or any other used resource should be included in the design package; fonts should not be converted to outlines in order to follow further edits and adaptations in the future);
  • The design of the materials should be consistent with UN Women Branding and Communications Guidelines and be of high quality;
  • Assignments should be carried out with high regard to given deadlines.

Required Skills and Experience

Academic Qualifications:

  • Bachelor’s degree in graphic design, animation, communications and/or visual arts.
  • Other bachelor degrees in combination with additional two years of relevant experience in the field may be accepted in lieu of the required bachelor’s degree.

Skills and Experience:

  • • At least 5 years of professional experience in graphic design, layout, and animation work;
  • • Experience in development of communications materials on gender and women’s rights is an asset;
  • • Working experience with UN and/or international organizations is an asset;
  • • Demonstrated knowledge and experience of relevant software for production of high-quality publications and visual animations, ready-to-print files and electronic versions for web-posting (including Adobe Suite/CC such as Illustrator, InDesign, Photoshop, After Effects etc);
  • • Solid understanding of printing and production matters and knowledge of different formats for printing;

Language requirements:

  • Fluency in English and Bosnian/Croatian/Serbian, excellent spoken and written skills.

MANAGEMENT AND FINANCIAL ARRANGEMENTS

The consultant will report to and work under direct supervision of UN Women Country Office Bosnia and Herzegovina Communications Associate, project managers and programme coordinators.
Payments will be disbursed upon submission and approval of deliverables and certification by UN Women CO BiH that the services have been satisfactorily performed.
All applicants should note that this is a retainer contract and therefore there is no guarantee by UN Women of minimum number of assignments the consultant will be engaged for.

SELECTION PROCESS

UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications. Candidate applications will be evaluated using a cumulative analysis method taking into consideration the combination of applicant qualifications (70%) and financial proposal (30%). The contracts will be awarded to individual consultants whose offers have been evaluated and determined as:

  • responsive/compliant/acceptable, and
  • having received the highest score out of below defined technical and financial criteria.

The maximum number of points assigned to the financial proposal will be allocated to the lowest price proposal among those candidates. 

Applicants must meet the above minimum qualifications that will be considered in the candidate technical evaluation process. The selection process includes a methodology for the cumulative analysis of the technical proposal (70%) and financial proposal (30%).

Applicants who score at least 490 (70%) points out of the maximum 700 points in the technical evaluation process will be qualified for evaluation of the financial proposal. Each candidate must provide a daily rate fee in BAM. Financial proposals from technically qualified candidates will be evaluated in terms of selection points according to the following formula: S = Fmin / F * 30
S - score received on financial evaluation;
Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
F - financial offer under the consideration.

The maximum number of points assigned to the financial proposal will be allocated to the lowest price proposal among those candidates.

Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for an interview/testing.

 WARRANTIES, CONSENT AND INTELLECTUAL PROPERTY

a) The Consultant represents and warrants that he/she has not, and undertakes that he/she shall not, infringe any third-party intellectual property rights in performing any activities pursuant to the Contract. The Consultant represents and warrants that he/she shall perform the activities pursuant to the UN Women Photo Policy and Editorial Guidelines including obtaining written consent when required, including from survivors of violence and from the legal guardian/s of children under 18 years of age. 
b) The Consultant shall indemnify, hold and save harmless, and defend, at its own expense, UN Women, its officials, employees, consultants, agents or other representatives from and against all suits, claims, demands, and liability of any nature or kind, including their costs and expenses arising out the Consultant’s violations of the representations and warranties above.
c) The indemnity set forth, above, shall not apply to:

  • A claim of infringement resulting from the Consultant’s compliance with specific written instructions by UN Women directing a change in the specifications for the Deliverables or directing a manner of performance of the Contract not normally used by the Consultant; or
  • A claim of infringement resulting from additions to or changes in any Deliverables furnished under the Contract if UN Women or another party acting under the direction of UN Women made the changes.

d) UN Women shall advise the Consultant about any such suits, proceedings, claims, demands, losses or liability within a reasonable period after having received actual notice thereof. The Consultant shall have sole control of the defence of any such suit, proceeding, claim or demand and of all negotiations in connection with the settlement or compromise thereof, except with respect to the assertion or defence of the privileges and immunities of UN Women or any matter relating thereto, for which only UN Women itself is authorized to assert and maintain. UN Women shall have the right, at its own expense, to be represented in any such suit, proceeding, claim or demand by independent counsel of its own choosing.
e) In the event the use by UN Women of any Deliverables provided to UN Women by the Consultant, in whole or in part, in any suit or proceeding, is for any reason enjoined, temporarily or permanently, or is found to infringe any patent, copyright, trademark or other intellectual property right, or in the event of a settlement, is enjoined, limited or otherwise interfered with, then the Consultant, at its sole cost and expense, shall, promptly, either:

  • procures for UN Women the unrestricted right to continue using such Deliverables provided to UN Women;
  • replaces or modify the Deliverables provided to UN Women, or part thereof, with the equivalent or better product, or part thereof, that is non-infringing; or,
  • refunds to UN Women the full price paid by UN Women for the right to have or use such Deliverables, or part thereof.

f) UN Women is entitled to the whole of the copyright present, future or contingent whatsoever and all other right, title and interest in and to the Deliverables throughout the world in accordance with all applicable copyright laws. The Consultant acknowledges and agrees that such Deliverables constitute works made for hire for UN Women. At the request of UN Women, the Consultant shall take all necessary steps, execute all necessary documents and generally assist in securing such proprietary rights and transferring them to UN Women in compliance with the requirements of the applicable law and of this Contract.  The Consultant may use the Deliverables solely for the purposes of including them in his/her portfolio, subject to UN Women’s prior written consent.
