The initial draft of the two survey modules have been developed by the Task Teams on Non-Discrimination and Participation through a highly participatory process, driven by the two NSO co-chairs of each Task Team and benefitting from inputs from Task Team members, including NSOs, international organisations and other actors with experience in the measurement of a given thematic area. It is therefore expected that the Consultant will work closely with the two NSO co-chairs and Supporting Organisations of each Task Team (namely: OHCHR & UNDP on Non-Discrimination and Equality, and UNWomen & UNDP on Participation), and that the Consultant will actively participate in the Task Teams’ meetings and online discussions.
Specifically, the Household Survey Expert Consultant is expected to provide expert support to the two Task Teams on Participation and Non-Discrimination & Equality in 1) supporting the cognitive testing of the two questionnaires and 2) Developing a report from the questionnaires to inform the development of the final questionnaire and guidance materials.
Support the Praia Group Task Teams on Participation and on Non-Discrimination & Equality in cognitive testing survey modules on these two dimensions:
This will entail the following tasks (for each one of the two dimensions), and in close consultation with the Task Team co-chairs and the countries testing the instruments:
- Reviewing the questionnaires and working with piloting countries to contextualize and identify questions to be evaluated for the cognitive testing;
- Supporting the design of CI protocols, such as what probing technique to use, development of standard probe questions and possible concurrent probe questions;
- Providing technical advice and guidance for the conducting of cognitive testing, including on the recruitment of respondents, what to watch out for during interviews
Support the Task Teams in the analysis of the findings from the cognitive testing, preparation of the reports and to address the findings into the report
- Assisting in the analysis of the cognitive testing results, and preparation of country reports on the CI findings.
- Preparation of the final technical report on the CI findings.

Education:
- Advanced university degree or equivalent in statistics, demography, social anthropology, sociology, political science, development, social sciences or other related disciplines.
Experience:
- Expert knowledge and professional experience in the design and implementation of household surveys, preferably in the area of governance;
- Proven experience in writing statistical guidelines and analyzing survey results, preferably in the area of governance;
- Direct experience working with national statistical offices, preferably in various regions;
- UN experience is an asset.
Language:
- Fluency in English, both written and oral;
- Working knowledge of a second UN language is an asset.
