Under the guidance and supervision of the Programme Finance Associate the
Programme Finance Assistant provides programme-financial services ensuring high quality,
accuracy and consistency of work. The Programme Finance Assistant promotes a client
oriented approach consistent with UNDP rules and regulations.
 
The Programme Finance Assistant works in close collaboration with the operations, projects` staff, programme and other teams in the CO to exchange information and ensure consistent service delivery.

1. Provides support for the administration and implementation of programme/operations strategies focusing on achievement of the following results: focusing on achievement of the following results:

  • Full compliance with UN/UNDP rules and regulations and other relevant policies on programme-financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented programme-financial management system.

2.Provides effective support to administration of budgets and functioning of the optimal cost-recovery system focusing on achievement of the following results: focusing on achievement of the following results:

  • Provision of inputs for formulation of draft project documents, project work plans, budgets, proposals on implementation arrangements and execution modalities.
  • Creation of a project in Atlas, enter budget revisions into Atlas, revision of project award and project status, determination of unutilized funds, operational and financial close of a project.
  • Entry positions funding data for development project contracts using project budget information; timely corrective actions on erroneous data;
  • Entry of data of new grants into Atlas in the form of Annual Work Plans (AWPs), monitoring of their status.
  • Timely collection of risk, issue, monitoring logs, programme indicators and entering them in Atlas. 
  • Extraction of data from various sources.
  • Research and retrieval of statistical data from internal and external sources; preparation of statistical charts, tables and reports.
  • Maintenance of the filing system
  • Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports to head of unit.
3. Provides accounting and administrative support focusing on achievement of the following results:
  • Proper control of the supporting documents for payments and financial reports for NEX/DEX projects.
  • Processing of financial transactions, ensuring that they are correctly recorded and posted in Atlas in conformity with the internal expenditures control system.
  • Timely corrective actions on the vouchers with budget check errors, match exceptions.
  • Creation of requisitions in Atlas for development projects.
  • Monitoring of projects` assets, their timely insurance and disposal via Inventory Tool
  • Periodic physical verification of projects` inventory
  • Timely corrective actions on erroneous data in Atlas.
  • Compilation of data for internal/external audit.
  • Maintenance of the Accounts Receivables for development projects and follow up with management on contributions, creation of pending items in Atlas.
  • Preparation and verification of financial reports to donors.
  • Tracking and preparing spreadsheets on mobilized resources.
4. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
  • Participation in the organization of training for the office staff on programme/operations related issues.
  • Synthesis of lessons learned and best practices in programme finance.
  • Sound contributions to knowledge networks and communities of practice.

Qualifications et expériences requises

Education:
Secondary Education with specialized certification in Accounting and Finance. University Degree in Business or Public Administration would be desirable, but not a requirement.
Experience:
3 to 5 years of progressively responsible finance experience is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Language Requirements:
Fluency in English and Russian.
