- Supervision of PMST to ensure that effective and high quality services are provided in a timely manner to clients, i.e. UNDP projects and programmes as well as operations and establishment of clear work plans for the achievement of results;
- Development, monitoring and oversight of the annual unit work plan, ensuring coherence and monitoring mechanisms;
- Mapping of CO business processes and establishment of systems for the monitoring of work flows in PMST and Programmes with a particular focus on Sub-Offices;
- Strong links between Programme and Operations, and close consultation with Operations on all relevant aspects of programme support;
- Follow up on audit recommendations and all exceptions timely reported in coordination with Operations
- Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports
- Organization of cost-recovery system for the services provided by the CO to projects in close collaboration with the Finance team;
- Close linkages with relevant Operations teams in particular Finance, ensuring close coordination on matters such as project budget management, cost recovery, and audit management;
- Support to the implementation and monitoring of management projects.
- Quality assurance of implementation related instruments and tools;
- Strengthening the quality assurance capacities in Sub-Offices;
- Identification of sources of information related to policy-driven issues;
- Relevant advice on implementation arrangements for the operating environment, in particular promoting risk management through the implementation of suitable control and accountability mechanisms in projects, in collaboration with Operations and Sub-Offices;
- Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals
- Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
- Establishment of advocacy networks at national level and linked to international networks Relevant, high-impact advocacy campaigns are implemented with key partners;
- Sound contributions to knowledge networks and communities of practice;
- Organization of trainings for the staff on programme issues with a strong focus on strengthening the capacity of Sub-Offices;
- Preparation of quality briefs to Headquarters and external clients on a range of issues as needed.
- An effective and innovative resource mobilization strategy, leading to sustained core and non-core resources and a predictable multi-year funding base;
- Identification of resource mobilization opportunities through the analysis and research of information on donors and preparation of substantive briefs on possible areas of;
- Strengthened collaboration with existing and new bi-lateral and multilateral donors and broadened donor base
- Tracking and preparation of regular briefs to senior management on the progress of key partnerships, including financial analysis and expenditure;
- Key partners receive reports on results achieved in a timely and proactive manner, rapid responses to queries, and specific briefs for particular events;
- Collaboration with the Communications unit to develop efficient advocacy and communications strategies to promote UNDP’s visibility among internal and external partners;
- Participation in inter agency and donor meetings and represent UNDP in various forums as required;
- Support to the emergence of partnerships with the civil society (particularly NGOs and private sector) for enhanced delivery of the UNDP programme.
- Effective application of RBM tools, establishment of management targets in the Balanced Scorecard and monitoring achievement of results;
- Quality control of the full cycle of programming from formulation to implementation;
- Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations, in collaboration with Finance. ACD (P) performs the function of Manager Level 2 in Atlas for development projects transactions approval;
- Assist the DCD(P) in supporting to the development of Programme work plans and the regionalization of programme work plans and budgets;
- Effective oversight and management of programmes through assistance to the DCD(P);
- Training of project/programme staff in the various corporate processes (RBM, MYFF, country programming etc.) with a strong focus on building local capacities of staff in Somalia;
- Strengthening the monitoring capacities of Sub-Office staff in Somalia.

Qualifications et expériences requises
- Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.
- A minimum of 7 years of progressively responsible experience in international development or in providing management advisory services;
- Hands-on experience in the design, monitoring and evaluation of development projects as well as partnership management;
- Strong knowledge of UN/UNDP Programme and Operations Policies and Procedures, as well as Prince2 Training and Certification, desirable;
- Prior experience from crisis countries and from a decentralized office/programme delivery structure desirable;
- Experience from the planning and management of UN Joint Programmes desirable;
- Experience in the use of computers and office software packages, experience in handling of web based management systems;
- Knowledge of finance and audit as well as strong Atlas user skills desirable;
- Excellent English communication skills;
- Knowledge of Somali desirable but not a requirement.
