Antecedentes

UNDP Somalia is one of the larger Country Offices in the Regional Bureau for Arab States with a current annual delivery volume of $60M. It has three programme areas: Governance and Reconciliation, Rule of Law and Security, and Recovery and Sustainable Livelihoods. UNDP’s assistance to the Somali people focuses on assisting efforts of peace building and providing support to nascent governance, justice, and security institutions, including activities under the Transitional Federal Charter such as the establishment of key government institutions and assisting the Constitution-making process. Further, UNDP is a lead agency on Early Recovery in the Humanitarian Country Team (IASC) and coordinates recovery assistance by international agencies in close collaboration with OCHA and the Resident Coordinator’s Office. The UN Agencies in Somalia have harmonized their programme cycles under the Joint UN Transition Plan for 2008-2009, with which UNDP’s Country Programme is fully aligned. The UNTP and the UNDP CP are also aligned with the Reconstruction and Development Plan (RDP) for Somalia.
 
The UN and its partners deliver support to the Somali people under extremely difficult security and political circumstances. Access to beneficiaries is limited and the capacity of national partners is often weak. Somalia is classified as UN Security phase III-V (most operations in Phase III or IV) and there are significant restrictions on travel. In such a complex environment, the need for innovative and flexible implementation arrangements as well as strong control and accountability mechanisms are critical.
 
During 2006, UNDP Somalia initiated a decentralization process with the objectives of increasing its presence in Somalia, fostering programmatic coherence and becoming more responsive to beneficiary needs. This has enabled UNDP to better adapt to the specific situation in each of the three main geographic zones of Somalia and allows UNDP to respond to the different humanitarian and developmental contexts as well as the specific operational environment. The new structure also facilitates the active participation of Somali authorities at different levels in programme planning, formulation and review.
 
Under the guidance of the Deputy Country Director (Programme) and in close consultation with the Deputy Country Director (Operations), the Assistant Country Director (Programme) acts as an advisor to Senior Management on all aspects of the CO programme oversight, management support, and quality assurance. The ACD (P) provides significant support on programme, operations, and administrative isssues with a focus on strengthening Sub-Office capacity. The ACD (P) supports the programme team in strategic planning and helps identify new programme areas while ensuring consistency with UNTP/CPD priorities and creative responses to emerging challenges and opportunities.
 
The ACD-P heads and supervises the Partnership Management Support Team and works in close collaboration with the three other Programme teams and heads of Operations sections to formulate and implement the office’s business development strategy, including through the use of templates, tools and guidelines. This strategy will encompass strategies for monitoring and evaluation, partnerships, communications and resource mobilization, knowledge management, enabling the office to capitalize on specific business development opportunities. An important part of PMST’s task is to carry out relevant and efficient programme quality assurance and a strategic, well coordinated monitoring and evaluation function in the office. Additionally, PMST will facilitate content-based resource mobilization linked with the programmatic priorities and and mainstream practical tools and approaches to promote knowledge management, monitoring and evaluation. This work will in turn facilitate the office’s ability to report to both clients and partners.
 
The ACD (P) also works closely with the Operations team, acting as a bridge and enhancing information sharing between Programme and Operations units and providing programmatic support to Operations functions. The ACD (P) will facilitate collaboration between Operations and Programme teams in ensuring adequate implementation arrangements for the operating environment, in particular promoting risk management through the implementation of suitable control and accountability mechanisms in projects.
 
Externally, the ACD (P) works closely with Programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully support and oversee the UNDP programme.

 As a member of the CO management team, contributes to the strategic direction of UNDP programme, focusing on achievement of the following results:
  • Thorough analysis of the political, social and economic situation in the country and collaborative preparation/revision of CCA, UNDAF, CPD, CPAP, AWP and other documents;
  • Operationalization of UNDAF/ CPD in collaboration with the main partners and other UN Agencies. Identification of possibilities for joint programming;
  • Guidance to senior management and Programme Managers in the preparation of programme development strategies relevant to the volatile and challenging country context;
  • Proactive development analysis and identification of opportunities for enhanced programme results;
  • Promote corporate priorities within the CO;
  • Analysis and presentation of UNDP policies and their implementation in the CO;
  • CO business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the Programme Unit;
  • Support the regionalization of programme planning.
Manages the Partnership Management Support Team and provides support and advice to senior management in the area of programme development, financial management and sustainability, achieving the following results:
  • Supervision of PMST to ensure that effective and high quality services are provided in a timely manner to clients, i.e. UNDP projects and programmes as well as operations and establishment of clear work plans for the achievement of results;
  • Development, monitoring and oversight of the annual unit work plan, ensuring coherence and monitoring mechanisms;
  • Mapping of CO business processes and establishment of systems for the monitoring of work flows in PMST and Programmes with a particular focus on Sub-Offices;
  • Strong links between Programme and Operations, and close consultation with Operations on all relevant aspects of programme support;
  • Follow up on audit recommendations and all exceptions timely reported in coordination with Operations
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports
  • Organization of cost-recovery system for the services provided by the CO to projects in close collaboration with the Finance team;
  • Close linkages with relevant Operations teams in particular Finance, ensuring close coordination on matters such as project budget management, cost recovery, and audit management;
  • Support to the implementation and monitoring of management projects.
Ensures provision of top quality advisory services, facilitation of knowledge building and management focusing on achievement of the following results:
  • Quality assurance of implementation related instruments and tools;
  • Strengthening the quality assurance capacities in Sub-Offices;
  • Identification of sources of information related to policy-driven issues;
  • Relevant advice on implementation arrangements for the operating environment, in particular promoting risk management through the implementation of suitable control and accountability mechanisms in projects, in collaboration with Operations and Sub-Offices;
  • Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals
  • Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;

Develops and supports implementation of strategies to build and maintain strategic partnerships, focusing on achieving the following results:
  • An effective and innovative resource mobilization strategy, leading to sustained core and non-core resources and a predictable multi-year funding base;
  • Identification of resource mobilization opportunities through the analysis and research of information on donors and preparation of substantive briefs on possible areas of;
  • Strengthened collaboration with existing and new bi-lateral and multilateral donors and broadened donor base
  • Tracking and preparation of regular briefs to senior management on the progress of key partnerships, including financial analysis and expenditure;

Contributes to ensuring programme coherence through the promotion of an Results-based management framework and coordinated monitoring and evaluation, focusing on achieving the following results:
  • Effective application of RBM tools, establishment of management targets in the Balanced Scorecard and monitoring achievement of results;
  • Quality control of the full cycle of programming from formulation to implementation;
  • Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations, in collaboration with Finance. ACD (P) performs the function of Manager Level 2 in Atlas for development projects transactions approval;
  • Assist the DCD(P) in supporting to the development of Programme work plans and the regionalization of programme work plans and budgets;
  • Effective oversight and management of programmes through assistance to the DCD(P);
  • Training of project/programme staff in the various corporate processes (RBM, MYFF, country programming etc.) with a strong focus on building local capacities of staff in Somalia;
  • Strengthening the monitoring capacities of Sub-Office staff in Somalia.

Habilidades y experiencia requeridas

Education:
  • Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.
Experience:
  • A minimum of 7 years of progressively responsible experience in international development or in providing management advisory services;
  • Hands-on experience in the design, monitoring and evaluation of development projects as well as partnership management;
  • Strong knowledge of UN/UNDP Programme and Operations Policies and Procedures, as well as Prince2 Training and Certification, desirable;
  • Prior experience from crisis countries and from a decentralized office/programme delivery structure desirable;
  • Experience from the planning and management of UN Joint Programmes desirable;
  • Experience in the use of computers and office software packages, experience in handling of web based management systems;
  • Knowledge of finance and audit as well as strong Atlas user skills desirable;
Language Requirements:
  • Excellent English communication skills;
  • Knowledge of Somali desirable but not a requirement.
