United Nation Capital Development Fund (UNCDF) is the UN’s capital investment agency for the world’s 49 least developed countries. It creates new opportunities for poor people and their communities by increasing access to microfinance and investment capital. UNCDF focuses on Africa and the poorest countries of Asia, with a special commitment to countries emerging from conflict or crisis. It provides seed capital – grants and loans – and technical support to help financial service providers reach more poor households and small businesses through inclusive finance approach, and local governments finance the capital investments that will improve poor peoples’ lives. 
 
In Nepal, UNCDF has recently signed an agreement with Government of Denmark where UNCDF will implement an Access to Finance (A2F) component of UNATTI programme. A2F will be implemented through National Implementation Modality (NIM), the Nepal Rastra Bank’s, Microfinance Promotion and Supervision Department will be the implementing partner.
 
Access to Finance and UNATTI: this programme has been designed to enhance and improve agricultural sector in Nepal. The Government of Denmark along with the Government of Nepal is supporting the Inclusive Growth Programme in Nepal (UNNATI). The objective of UNNATI is “Promotion of sustainable inclusive growth that reduces poverty and raises living standards.” Within the context of UNATTI, the purpose of the Access to finance (A2F) project is to support financial service providers to more effectively serve the agricultural value chain actors with appropriate financial products thereby enabling smallholder farmers and MSMEs to invest into their value chain activities leading to the sustained improvement in competitiveness of selected value chains.  The A2F project interventions will have a national impact with a specific focus given to the Eastern Development Region of Nepal, under the umbrella of UNATTI, specifically in the seven districts of Mechi and Koshi corridor - Ilam, Paanchthar, Terhathum, Bhojpur, Dhankuta, Taplejung and Sankhwasabha.

Devoirs et responsabilités

The Administrative/ Programme Assistant will report to the Team Leader –Value Chain Finance and will work in close coordination with Administrative Finance Officer. S/he will be responsible for the overall office management support and assist the project team to organize and manage, training, workshops, seminars and other events.
 
Duties and Responsibilities:
  • Conduct payments to concerned parties in close collaboration with AFO, including book keeping and voucher preparations;
  • Assist the project team to document activities and filing of the documents;  
  • Be responsible to maintain and forward leave record and monthly attendance sheets of the project staff.
  • Maintain record of office’s purchased goods, received goods from other sources for both expendable and non-expendable items;
  • Handle and properly maintain the computer, photocopier and other assets and facilities of the office;
  • Provide correspondence support to the team and maintain records of correspondence, reports and other written materials received or produced by the office;
  • Coordinate movement of staff, including the office driver(s) and consultants, to the field and Kathmandu;
  • Handle cash advance and maintain the records of cash bills of the project;
  • Assist Project Administrative Finance Officer to maintain all financial transactions of respective field office and office in NRB by keeping proper accounts, invoices of regular expenditures;
  • Support the project team to arrange meetings and other events and maintain record and ensure documentation and timely dissemination of minutes to the concerned parties;
  • Assist in preparing the Project Board meetings and prepare the minutes of the meeting;
  • Translate materials from Nepali to English and vice versa and provide interpretation services during the meetings, if required and perform other duties as and when required.

Qualifications et expériences requises

Education
  • At least Certificate level pass is required;
  • Candidates having Bachelor’s degree in business administration, social science or related field will be preferred.

 Experience

  • At least five years of work experience in office management support, logistic management, financial/ account keeping management, administration;
  • Knowledge of office management including account and financial management skills; and project management procedures in reputed private and or public organization;
  • Excellent knowledge of computer including Ms. Office, emails correspondence and spreadsheets;
  • Familiarity with development agencies will be seen as advantage;
  • A strong background in logistic management/book keeping and financial management;
  • Have good secretarial/Office management support experience.

Language:

  • Fluent in English (written and spoken).
