Antecedentes

Following the approval of the UNIFEM corporate Strategic Plan for 2008-2011, regional and sub-regional strategic plans and frameworks were developed by the respective geographical units, and entered into effect upon signature by the UNIFEM Executive Director. 
 
Under the Regional Strategic Plan for the CEE/CIS for 2009-2012, UNIFEM is focusing on improving accountability to women’s economic, political and personal security and rights by increasing the gender-responsiveness of national and sectoral development strategies, plans and budgets; in the reviews and revisions of constitutions, labour laws and labour migration legislation and agreements; by ensuring women’s rights and security in the reforms of the sectors of security, land and agriculture, and social protection; by strengthening both, the gender-responsiveness of and women’s informed participation in governance processes including peace-building and conflict resolution; and in addressing HIV/AIDs and the elimination of violence against women. 
 
These commitments under Strategic Plan are developed into specific programmes and project documents through close consultations with partners, as well as on-going work of Sub-regional and project offices.

Deberes y responsabilidades

Under the overall direction of the Section Chief, the direct supervision of the Section’s Programme Specialist and in close cooperation with the Sub-regional Offices in the CEE and the CIS, the Consultant will be in charge of coordinating the development of project documents and proposals, as well as their implementation.
 
Project Development, Management and Implementation in compliance with UNDP/UNIFEM rules, regulations and procedures:
·         Based on the consultations and inputs of the programme staff in sub-regional and project offices, coordinate the development and approval of programme documents
  • Prepare, implementation and/or monitor implementation of annual results-based work plans and frameworks as endorsed by the Section 
  • Coordinate project activities with all partners, internal and external;
  • Ensure technical soundness of programme activities, achievement of outputs and outcomes and quality and cost effectiveness; 
  • Ensure the highest UNIFEM standards in the provision of technical and advisory inputs, organization of workshops, seminars, training and delivery of other outputs as needed;
  • Prepare all necessary reports – substantive and financial reports, including internal UNIFEM and external to donors and partners as needed, and ensure the programmes are well reflected in UNIFEM internal and external reports, including through participation in thematic and corporate meetings
  • Ensure information sharing and coordination between all parties and partners – Field-HQ; GEO/Advisors; Inter and Intra-Regional and Global; with UN and other partners and donors; etc.
 
Information and Knowledge Management: 
  • Ensure the programmes are designed and implementation plans developed in a manner that will ensure methods, approaches and results are well-documented thus enabling the process of knowledge management and production from the onset of the work;
  • Set-up baselines and indicators at onset of the programmes in line with UNFIEM’s corporate guidance, and track results and indicators including through the new UNIFEM systems being set up;
  • Plan, organize and implement all information and knowledge management aspects of these programmes
  • Promote a learning environment and systematic information sharing within the project team; 
  • Prepare substantive documentation and reports as needed.
 
Partnerships and Resources: 
  • Provide inputs as necessary and/or required by the Section Chief towards ensuring quality control and results 
  • Build and maintain strong relationships with a range of key actors, especially intergovernmental and non-governmental regional organizations in CEE CIS region; 
  • Establish, develop and maintain mutually beneficial strategic partnerships with NGOs and community groups, the press and media, the business sector, the education sector etc; 
  • Monitor financial resources to ensure accuracy and reliability of financial reporting; 
  • Support the Section Chief ‘s fundraising efforts for the three programmes through research, information, reports and other inputs required.

Habilidades y experiencia requeridas

  • Advanced degree in economics, law, public policy, development studies, gender studies, or similar;
  • A minimum of 5 years of relevant professional experience. Previous employment experience with international organisations is an asset as is previous work on gender equality, public policy and/or local development;
  • Programme/project design and management skills;
  • Strong analytical, writing and communication skills in English and Russian (preferably);
  • Strong computer skills.
