Antecedentes

Economic Diversification Support Programme ( EDSP ) takes into account the national priorities reflected in the UNDAF and UNDP County Programme Action Plan ( 2007 – 2011 ) and addresses a central concern in Yemen’s Strategic Vision 2025 & Third Five –Year Socio-Economic Development Plan for Poverty Reduction ( 2006 – 2010 ), which call for pro-poor growth and economic diversification by promoting equitable , job-creating growth in four promising sectors (Tourism , agriculture , fisheries and industry & trade).
 
It will support increased policy coherence & the translation of well articulated and internally consistent macro and sectoral strategies and policies into action on the ground. It will thus lay the foundation for an increase in employment opportunities by rendering public & private investment in the selected sectors more productive and mutually supportive.
 
The EDSP will support the Government and the private sector to make operational and take advantage of an enabling environment for expanded income earning opportunities for the population at large, with particular focus on women & youth. In each sector the focus will be on operationalization of sector policies and strategies that will increase job opportunities in sustainable manner. Inter-sectoral linkages will be promoted through the formulation of a Non-Oil Development Strategy and policy dialogue on multi-sectoral issues between relevant line ministries of Finance and Planning.
 
The Tourism project of the EDSP assists the Government of the Republic of Yemen’s efforts to develop the tourism sector in a planned and coherent manner. The focus of the project is to support institutional and policy making capacity within the tourism sector and to develop a five year Sustainable Tourism Development Strategy and Action Plan. It aims to broaden the tourism product base of the country and its promotion to key source markets. The project will also prepare a study of small pilot tourism projects in order to demonstrate the viability of such developments and encourage the private sector to invest in the tourism sector and a tourism development strategy for the Red Sea Islands. The project will also provide a comprehensive framework for the future development of the tourism sector

Deberes y responsabilidades

1.     Comprehensive assessment of the Yemen’s Toursim sector
  • Assessment of the current status and performance of Yemen’s Tourism Sector based on the existing information, literature, documents, reports, National Tourism Strategy/ Vision,  national statistics, scientific literature, international publications, and other studies financed by bi or multilateral donors etc
  • Review tourism’s role as a vehicle for economic growth, with assessment of national macro-economic framework.
  • Assessment of the main factors influencing future tourism performance in Yemen
  • Assessment of Strengths, Weaknesses, Opportunities, and Threats (SWOT) analyses of the tourism sector including potential and limitation for development. 
  • Assessment of the current tourism product – its appeal competitiveness , strengths and shortcomings and infrastructure, with focus on Sustainable , Rural , Community based & Ecotourism in Yemen
  • Review the role of government and the private sector and quantify the resources necessary. In light of the current environment, climate change impacts and findings from field research, review and assess the impact of climate on tourism.
  • Prepare a project framework , baseline analysis for the development of sustainable tourism products , with assessment of services and facilities such as ( accessibility , accommodation , catering , guiding , information , infrastructure , transport, awareness , potential products / areas & product marketing and promotion etc. )
  • Assessment of tourism trend (international, regional & domestic).
  • Assessment of security situation and its impact on tourism development
  • Assessment of marketing strategies and current practices in delivery of tourism services.
  • Assessment of funding possibilities / investments.
  • Assessment of the women’s participation in the tourism sector and prioritize development needs to increase women’s participation in the sector.
  • Assessment of  institutional & organizational capacity needs of tourism stakeholders
  • Consult with representatives from tourism institutions and other relevant tourism stakeholders from the public sector, private sector, non- governmental organizations (NGOs) and donors to identify the existing initiatives and identify possible areas of cooperation and partnership.
2.      Organize 1st Consultative workshop with all the stakeholders to present findings of the review & assessment study, and draft a detailed report and  concise bullet points for discussions to validate the priority issues.
 
3.     Review of Policy Framework and Options:
  • Assess and review the legal, institutional and policy framework for the tourism sector in Yemen
  • Summarize critical issues which Tourism in Yemen is facing and which require specific policy and strategic responses.
  • The policy review should take into consideration the following aspects: community based participation, institutional and regulatory framework, women empowerment/ gender, investment, private and public sector roles, information sharing)
  • Propose policy options & actions.
4.      Organize 2nd Consultative workshop with all the stakeholders, and draft a detailed report and prepare a concise bullet points for discussions, to validate policy options and identified policy review issues and present a draft of Sustainable Tourism Development Strategy.
 
5.      Prepare a draft five year Sustainable Tourism Development  Strategy along with the detailed long-term action plan including the cost-analysis, based on the results & recommendations from the above consultative workshops.
  • The strategy should particularly identify the constraints which need to be addressed, to set the priorities for the sector, including targets, potential product development and marketing strategies.
  • Identify factors which would improve profitability of the sector and attract investment.
  • Outline recommendations for the implementation of strategies for marketing, product development, the environment impact, human resources, and organization to enable tourism industry to achieve its potential
  • The strategy should propose guideline principles including (sustainable tourism, profitability, selective investment, targeted marketing, and public private sector partnership), strategic policies and programmes for the sustainable development of Yemen’s Tourism Sector.
  • Undertake cost analysis of Policy options and programmes.
  • Draft a Sustainable Tourism Development Strategy and propose an Action Plan/ Programme of Actions indicating the programme of action, its objective, key outputs and activities, cost/budget, time frame, main inputs and responsible parties.
6.      Organize Validation workshop to present the Sustainable  Tourism Development Strategy and Action Plan
 
7.      Based on the recommendations from the above, prepare the final draft of the Sustainable Tourism Development Strategy and Action Plan.
  • The assessment and policy review development phases shall emphasize the role and empowerment of women in the tourism sector and mainstreaming of gender in development strategies and investment plans and projects. It shall also emphasize the importance of diversifying the tourism industry to all sectors of population, especially by assisting, supporting and promoting the development of emerging tourism entrepreneurs and SMEs and community based tourism products.

Competencias

  • Significant experience in policy analysis, enhancement of tourism industry and increasing attractiveness in developing countries.   
  • Notable know-how of the sectoral constraints, opportunities and potentials.
  • Sound knowledge on global best practices with regard to tourism development.
  • Excellent & demonstrated communication , consultation and writing skills
  • Excellent command of English . Arabic fluency would be an asset.
  • Computer literacy ( MS Word , MS Excel , MS Power Point etc. )

Habilidades y experiencia requeridas

  • Advanced university degree in tourism, social science or other related field.
  • A first university degree with relevant experience might be considered.
  • At least 7 to 10 years of experience in the tourism sector and demonstrated success in development / implementation of tourism / ecotourism strategies
  • Experience of work in the trans -boundary context would be an asset.
