Background |

The local environmental protection plan is the basic strategic - planning document for the protection, development and improvement of the environment of a municipality. The state of the environment in the municipality of Pljevlja is conditioned by intensive industrial activity and unfavorable climate features. Environmental problems in Pljevlja municipality should be solved systematically, in an integrative manner and in the long run. The Municipality of Pljevlja, as a local community, cannot solve all issues on its own without the help of state bodies, the business community, the civil society and citizens. Pursuant to Article 37 of the Law on Environment, local governments in Montenegro are obliged to develop a local environmental protection plan, with the aim to establish goals and tasks of importance for environmental protection and sustainable development of the territory. 1) Review of the condition of individual segments of the environment for the territory of local self-government: air, water, land/soil, waste, noise, biodiversity, urban green areas, non-ionizing and ionizing radiation, energy efficiency The plan is to be adopted by the assembly of the local self-government unit, for a period of four years.

Duties and Responsibilities |
|
Objectives of the assignment: Under the supervision of the UNDP Programme Manager, and in close cooperation with the Pljevlja mayor’s cabinet and the Working Group for the development of Local Environmental Protection Plan, the National consultant shall facilitate the preparation of the Local Environmental Protection Plan, in consultations with the representatives of the municipality, with the participation of local community and in accordance with the Law on Environment. Job content: Under the guidance of the UNDP Programme Manager, and in close cooperation with the Pljevlja mayor’s cabinet and the Working Group for the development of Local Environmental Protection Plan, the National consultant shall be required to provide the following services:
The expected results: Under the supervision of the UNDP Programme Manager and in close cooperation with the Pljevlja Mayor’s Office and the Working Group for LEAP development, the National consultant is expected to deliver the following results:
Timing and reporting: The National consultant is expected to work in Montenegro, in Pljevlja Municipality, and home based in the course of the assignment duration (15 November – 20 December 2021). The National consultant will be responsible for written regular reporting to the UNDP Programme Manager, and it should contain sufficient detail and information that would allow for the appraisal of the effectiveness to date of the assignment’s activities. Timetable of activities will be agreed with the selected consultant, upon the finalization of the hiring process. Time duration and travel: The National consultant will be engaged under individual contract, for total of 30 consultancy days, in the period from 15 November until 20 December 2021. National consultant is expected to be able to travel to the Municipality of Pljevlja three times – up to 6 working days during the assignment duration, pursuant to the work plan of assignment’s activities.

Criteria for selection: Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
