As a result of the Regional Bureau of Asia and the Pacific (RBAP)’s commitment to promote knowledge-sharing, professional growth and learning, the Bureau, in collaboration with Office of Information Systems and Technology (OIST), Office of Human Resources (OHR) and Bureau of Policy and Programme Support (BPPS), has designed a Talent Map tool that aims to obtain a clear and detailed picture of the talent and expertise in the region. This tool is aligned with the thematic priorities of the new Strategic Plan and UNDP’s new competency framework. OHR is using it as a pilot for the roll out of UNDP’s corporate talent management effort.

As part of the implementation of this Talent Mapping tool for RBAP, Bangkok Regional Hub (BRH) is looking for a qualified HRD consultant to fully support this roll out.  This consultant will assist in the communication and validation processes of the Talent Mapping.

Duties and Responsibilities


  • To assist Management in obtaining a clear and detailed picture of the talent and expertise in RBAP, in order to identify and locate experts and expertise;
  • Promote a culture of knowledge sharing, professional growth and mobility of staff;
  • To assist Team Leaders to validate the information provided by the staff through a review of supporting documents.

Scope of work:

  • Review the Talent database of the automated advisory profile;
  • Work with the Team Leaders in the validation process and support them in screening, reviewing, and recommending staff submissions for an advisor profile;
  • Review supporting evidence against the ‘advisor’ profile criteria and if need be follow up with the staff members to provide additional supporting documentation;
  • Assist in the communication of the RBAP Talent Map Roll out and its progress in RBAP.  Briefing Team Leaders and Staff of the Talent Mapping focusing especially on the tools being used;
  • Coordinate with HR focal points and team leaders for talent mapping participation of staff in RBAP;
  • Provide progress reports of the Talent Map.

Contract duration:

  • The assignment duration is from 1 January 2015 to 31 December 2015 (maximum 60 working days).

Duty station:

  • Bangkok, Thailand.

Final products:

  • Monthly list of validated talent pool at the advisor level;
  • Analysis on staff participation and profile levels as requested by the Management.

Review time required:

  • Review will be completed within 3 workdays at the end of each month.

Provision of monitoring and progress control:

  • The HR Development Consultant for UNDP, Bangkok Regional Hub will report directly to Human Resources Development Team.

The progress controls are as follows:

  • Bi-weekly list of validated profiles;
  • Monthly filing report.

Required Skills and Experience


  • Bachelor’s Degree in Human Resources (HR), Business Administration, Arts or Social Science;


  • A minimum 3 of HR experience focusing on learning, knowledge sharing, organization development, job evaluation, talent management, preferably in non-profit organizations;
  • Good understanding of job competencies especially in development work;
  • Good coordinating, organizational, and interpersonal skills; strong written and verbal communication skills.  Familiarity with use of virtual communication tools (e.g. skype);
  • Good command in MS Office (MsWord, Excel, PowerPoint).  Familiarity with web-based information management system will be an asset; and
  • Good working knowledge in English.


  • Fluency in written and spoken English

  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Technical proposal, including a brief description of why the individual considers him/herself as the most suitable for the assignment;
  • Financial proposal, as per template provided in Annex II.

Financial proposal:

The contract will be based on daily fee

The financial proposal will specify the daily fee in THB. The payments will be made to the Individual Consultant based on approved timesheet on a monthly basis and upon completion of the deliverables.


The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight; 70% (500 points):

  • Experience related to services - Max 40% : 200 points;
  • Written proposal- Max 30%: 150 points;
  • Expertise & Availability- Max 30%: 150 points.

Only candidates obtaining a minimum of 350 technical points would be considered for the Financial Evaluation

Financial Criteria weight; 30% (100 points)
