The Programme on Integrated Climate Change Adaptation Strategies (ICCAS) is being co-implemented by UNDP and GIZ. The overarching objective of the ICCAS Programme is to increase resilience of vulnerable communities and ecosystems to climate change risks in Grenada through integrated adaptation approaches. The Programme targets both government, including its sectorial agencies, and communities already being impacted by climate change. These sectors and communities suffer from droughts and other extreme events associated with climate change. Communities will also benefit from improved services associated with stronger national institutions and service providers.

UNDP will realize the operationalization of the Community Climate Change Adaptation Fund (CCCAF) in order to strengthen adaptive capacities through community-based initiatives; and share knowledge and experiences from the Programme to improve understanding and awareness of Climate Change risks and adaptation measures.

The UNDP is seeking to recruit the services of a consultant to conduct a Terminal Evaluation on the ICCAS.

 

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

1. Proposal:

        (i) Explaining why they are the most suitable for the work

        (ii) Provide a brief methodology on how they will approach and conduct the work

2. Personal CV including past experience in similar projects and at least 3 references

3. Financial proposal

 

FINANCIAL PROPOSAL

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel;

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed

 

EVALUATION

Individual consultants will be evaluated based on the following methodologies:

1. Lowest price and technically compliant offer

When using this method, the award of a contract should be made to the individual consultant whose offer has been evaluated and determined as both:

a) responsive/compliant/acceptable, and

b) offering the lowest price/cost

“responsive/compliant/acceptable” can be defined as fully meeting the TOR provided.

 

2. Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Competencies

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

I. Years of experience:

  • Minimum 10 years of relevant professional experience with results-based monitoring and evaluation methodologies
  • Experience in developing countries is desireable

 

II. Competencies:

Ability to communicate findings effectively to various levels of stakeholders

Ability to provide throrough analysis of possible developments, achievements and shortcomings within the assignment.

Knowledge of under UNDP, GEF and BMUB programming operations is desireable.

Technical knowledge in the targeted focal area(s) of project.

Required Skills and Experience

III. Academic Qualifications:

  • Master’s degree in Project Management or any other relevant discipline.
