UNDP shall endeavour to provide such responses to clarifications in an expeditious manner, but any delay in such response shall not cause an obligation on the part of UNDP to extend the submission date of the Proposals, unless UNDP deems that such an extension is justified and necessary.

Caribbean countries share similar economic and sustainable development challenges, including a small population, remoteness, susceptibility to natural disasters, and most importantly, vulnerability to climate change. Given the current condition of the marine environment, most coastal areas have few defences against the raging surfs of hurricanes and tropical storms, and the likely consequences would be significant coastal damage including beach erosion and infrastructure damage. Negative impacts associated to climate change on land, water resources and biodiversity have also been predicted, and ultimately, tourism and agriculture will be negatively impacted by these changes. Meanwhile, Caribbean countries emit such relatively small amounts of greenhouse gas emissions, which mean that they will suffer disproportionately from the impacts of climate change.

The Government of Japan has been one of leading donors in the target of climate change. Japan has delivered development assistance total of $17.6 billion to vulnerable countries from October 2009 to December 2012 for mitigation and adaptation. The Government of Japan intends to continue its assistance in this area to create enabling environment with a view to formulate a new framework applicable to all Parties by COP 21 in 2015.  Especially, the Government of Japan sees it important to assist Small Islands Developing States (SIDS), and in this context, is interested in establishing a new regional assistance programme for Caribbean and/or CARICOM in the area of climate change under the framework of the Partnership for Peace, Development and Prosperity between Japan and the Member States of the Caribbean Community (CARICOM) .

The Japan-Caribbean Climate Change Partnership aims to support the implementation of actual technology that is both low-emission and advances climate risk management, including demonstration in the target countries. To this end, eight demonstration projects are planned for Grenada which are tailored to meet the specific needs and vulnerabilities with local communities. Specifically, the services will support the management of all pilot project activities related to planned civil works to be undertaken at the target locations towards building disaster risk resilience through the installation of engineered solutions for farmers of the Grenada Federation of Agricultural and Fisheries Organization (GFAFO) Inc within La Sagesse, St. David.   The initiative seeks to achieve improved and consistent production from the targeted model farms through rehabilitation of select infrastructure and facilities to enable improved management of flood and drought risks.

OBJECTIVE OF THE ASSIGNMENT

The contracted firm will provide support to Grenada Federation of Agricultural and Fisheries Organization (GFAFO) Inc in the Grenada for the oversight and management of civil works activities proposed under the approved pilot initiative “La Sagesse Flood Mitigation Project.”

Duties and Responsibilities

Under the direction of the GFAFO General Secretary, with guidance from the J-CCCP National Focal Point and technical support of the Ministry of Communications, Works, Physical Development, Public Utilities, ICT & Community Development, the consultant is expected to support the scheduling and provide oversight of onsite construction / civil works activities for the installation of the approved engineered interventions outlined below:

• On site Drain- clearance and repair/ installation
• Cross Culverts
• Bridge Rehabilitation
• Dam Repair
• Repairs to Storage Facility

As such the consultant, will undertake the following tasks related to the implementation of the approved pilot initiative:

• Provide supervision of ongoing civil works
• Address all technical issued arising out of contracts in collaboration with the National Focal Point technical details) in ongoing works with GFAFO and J-CCCP National Focal Point
• Preparation of fortnightly monitoring and supervisor reports
• Preparation of interim valuation certificates for payment
• Co-ordinate site visits with GFAFO executive for validation and site assessments
• Identify technical support required for validation processed
• Prepare civil work schedules in Microsoft Project and track progress in collaboration with the pilot project Administrative Officer
• Ensure that the protection and preservation of the environment is adequately considered in the implementation of civil works activities
• Evidence of legal status to work in the beneficiary country for the duration of the assignment. UNDP will not facilitate any arrangements for a work permit or authorization to reside in-country.

Competencies

• Computer literacy and proficiency in Microsoft Word, Excel, Outlook, and PowerPoint, and internet browsers
• Experience in the calculation of material quantities
• Valid B-class driver’s license would be and asset
• High level of integrity and accountability
• Ability to organize work efficiently
• Self-motivated and self-driven with strong inter-personal skills and the ability to work well independently or as part of a team

CONDITIONS OF SERVICE

• The contract will be temporary and the consultant will use the temporary GFAFO pilot project office space, as well as computer provided by the GFAFO, for the period of the consultancy.
• All transportation related to the consultancy will be provided by the consultant

Required Skills and Experience

• Five years’ experience in the field of construction
• Three years’ experience as a construction foreman/ supervisor
• Able to read and review engineer drawings/ designs

Individual consultants will be evaluated based on the following methodologies:

• Lowest price and technically compliant offer

When using this method, the award of a contract should be made to the individual consultant whose offer has been evaluated and determined as both:

1. responsive/compliant/acceptable*, and
2. offering the lowest price/cost

*responsive/compliant/acceptable” can be defined as fully meeting the TOR provided
