BACKGROUND

The Government of the Commonwealth of Dominica has indicated its desire for Dominica to become the first climate resilient country in the world. To achieve this, a range of programmes and projects will be implemented, funded from a variety of local, regional and international sources. One such source is the Green Climate Fund (GCF), access to which could unlock highly concessional finance to help catalyse the climate resilient transition. However, the current Focal Point for the GCF in the Ministry of Planning and Economic Development faces severe capacity constraints. None of the procedures for the efficient functioning of the National Designated Authority (NDA) have been established and the framework for comprehensive, national stakeholder engagement on GCF matters does not exist. Although significant progress was made on designing a robust national Low-Carbon Climate-Resilient Development Strategy (LCCRDS) i.e. Nationally-Determined Contribution (NDC) and preliminary project ideas, they still need to be translated into bankable project and programme concepts and proposals.

 

The GCF manual on Mainstreaming Gender in Green Climate Fund Projects notes that “gender equality considerations should be mainstreamed into the entire project cycle to enhance the efficacy of climate change mitigation and adaptation interventions and ensure that gender co-benefits are obtained. This applies to all projects, not only those intended from theoutsettocenteronwomenortohave a gender focus. Gender mainstreaming is fundamental to any project intervention and does not necessarily signify additional costs; in fact, mainstreaming gender makes climate interventions more effective and efficient.” Following on this the GCF Readiness grant preparations should also have gender equality considerations mainstreamed.

 

Through the UNDP in its capacity as an Accredited Entity to the GCF, a readiness grant was secured to assist in building the capacity of the National Designated Authorities (NDA) and relevant government ministries, establishing an effective coordination mechanism by strengthening the existing high-level National Climate Change Committee (NCCC) and engaging all stakeholders, including government the private sector, civil society and academia in consultations, with effective mainstreaming of gender considerations and inclusion of marginalized groups in climate change decision-making.

Duties and Responsibilities

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK        

Under the direct supervision of the UNDP Programme Manager and GCF National Programme Coordinator, and in close consultation with and guidance from the UNDP Gender Focal Point, the Gender Expert is to support the mainstreaming of gender equality analysis into the Dominica GCF Readiness and Preparatory Support which focuses on establishing the GCF Operational and Strategic Programming Framework. This includes for data collection, analysis and technical guidance to the GCF Readiness team. The Gender Expert will be guided by the GCF Readiness and Preparatory Support Guidebook as well as the GCF guidance for Mainstreaming Gender in Green Climate Fund Projects for undertaking the following:

  • Inception

The Gender Expert will work in consultation with the GCF Readiness Team to develop a work plan and methodology to guide the gender responsive design and implementation of relevant activities and reporting on the same. The work plan will be as detailed as possible in breaking down components of the consultancy in relationship to the work of the others working on the project document.

The inception report will take into account support for gender equality mainstreaming into activities already begun, those in the planning stages and relevant deliverables that have been completed but still available for review/revision. This includes but is not limited to concrete support for:

  • Stakeholder engagement:
    • Evaluate the process to date and identify ways to support gender responsive engagement in stakeholder consultations
    • Support the development of gender responsive guidelines and data collection tools for participatory stakeholder engagement for the implementation of multi-stakeholder and multi-sectoral consultations and validation workshops. This will be an inclusive consultative process will involve direct targeting and engagement of marginalised groups, including the indigenous Kalinago community, as well as communities most vulnerable to climate change. Additionally, gender inclusiveness and the involvement of youth will be mainstreamed during consultations. To this end, entities such as the National Council of Women and the Kalinago Council will be invited to all relevant consultations and workshops

 

  • Private sector engagement:
    • A review of the Climate Finance Investment Framework and Screening Tool developed on GCF and climate finance for the private sector
    • Information materials and planning tools on GCF and climate finance to be disseminated to the private sector
    • Support the design and delivery of training for private sector and financial institutions on climate risks posed on investments and strategies to engage with the GCF
    • Support the development of at least one gender responsive project concept note for the private sector

 

  • Gender equality assessment of national climate change plans and processes

To complete the gender equality assessment, the Gender Expert will conduct a desk review of key policy and planning instruments, as well as, where possible, implementation results for the same in the form of existing quantitative and qualitative data. This will inform policy and planning recommendations for GCF readiness activities. Specifically, the consultant will:

  • Review the National Policy and Action Plan for Gender Equity and Equality, and the National Resilient Development Strategy
  • Conduct a review of existing gender responsive statistical data e.g. the Gender Equality Indicators 2015 as compiled by the Central Statistical Office, Ministry of Finance, Commonwealth of Dominica, (including but not limited to sex-disaggregated baseline data) to inform the project’s results framework
  • Based on the results of the above, develop a series of recommendations to support the implementation of Gender Equality mainstreaming into the programmes and activities associated with the GCF.

 

  • Technical and capacity building support
    • Support capacity building and technical support through the revision of gender responsive operational guidelines for the National Designated Authority (NDA), National Coordination Mechanism and training for staff.
    • Working in collaboration with the NGO and CBO Climate Change Consultant, review the proposals and deliverables for a comprehensive framework for the sector which would engage with the NDA and proposed National Accredited Entities (NAEs) in the development and promotion of full programme submissions to the GCF, with emphasis on the inclusion of women and marginalized groups in programme development
    • Specifically, in terms of offering technical and capacity building support, the consultant will be required to assess and review the following deliverables from other consultancies contributing to the GCF Readiness Programme. These include:
      • Under the consultancy for the facilitation of a National Implementing Entity (NIE) to obtain GCF Accreditation
        • the gap assessment and action plan on NIE and assistance to improve capacities
        • the accreditation requirements submitted by the NIE to GCF
        • the report regarding support to the NIE based on the GCF response
      • Under the consultancy for the facilitation of private sector participation in Green Climate Fund programmes and projects
        • the private sector study
        • the Investment Framework and Screening Tool
        • the training/information material and training reports, and
        • the GCF project concepts
      • Under the consultancy for the facilitation of NGO and CBO participation in Green Climate Fund Programmes and Activities
        • a report on Third Sector Mapping Study
        • a NGO/CBO climate resilient action plan for integrating NGO/CBOs into national climate change planning and implementation
        • information materials and planning tools on the GCF and climate finance for the NGO/CBO Sector
        • a report (including training materials) on the GCF Training Program for NGOs/CBOs
        • a project concept note for a priority climate resilience investment for the NGO/CBO sector
      • Working in collaboration with the Communications Consultant, review and make recommendations on the communication strategy and associated deliverables with emphasis on the inclusion of women and marginalized groups

Years of experience:

  • A minimum of 5 years practical experience in the field of gender equality and gender mainstreaming
