Background |

I. Background UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The UN Women Myanmar Country Office is based in Yangon, with offices in the capital Naypyitaw as well as in Mon, Kachin and Rakhine States. Under its Strategic Note 2019-2021, UN Women Myanmar focuses on delivering on the following interlinked programme areas underpinned by support for intergovernmental and normative processes: • Women’s Leadership and Gender Responsive Governance; • Women’s Economic Empowerment; • Women, Peace and Security and Gender in Humanitarian Action and Disaster Risk Reduction. Under Gender Responsive Governance, UN Women focuses on strengthening the capacity of the Myanmar national gender machinery at Union and State/Region levels to coordinate and mainstream the implementation of the National Strategic Plan for the Advancement of Women and on linking women’s civil society organizations with the gender machinery and national and local governance processes. The programme area is mostly implemented through the Gender Responsive Governance programme which is funded by the government of Finland. UN Women works in partnership with MOSWRR and MoPFI to support the government of Myanmar to advance Gender Responsive Budgeting which is one of the outputs of the programme. This involves technical support and capacity building on GRB, development of a roadmap to introduce GRB in Myanmar piloting of GRB in partnership with MoPFI. UN Women is also responsible together with MoSWRR for GRB initiation and reporting to MSDP indicator 2.4.7. Recently a Task Force for GRB has been formed at the union level with representation from MOPFI, MoSWRR, MoE, World Bank, UN Women, EU. This committee will take lead and coordinate the GRB initiation and work in Myanmar. In this context, UN Women is hiring a GRB specialist to work with and report to Gender and Governance advisor. This consultant will provide technical support to take forward GRB work with introduction of proper GRB tools, capacity building packages, learning and exchange events. The international consultant works in close collaboration with the Gender and Governance programme team, UN Women RO staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Duties and Responsibilities |

III. Duration of Assignment and Duty Station From 7th of December 2020 to 6th of December 2021. The GRB expert will be engaged under a retainer contract which facilitates engagement of the expert depending upon the need and availability within the contract period. This is home-based work and travel as and when required to Myanmar. Travel cost will be paid by UN Women if required. The time required for the consultancy is estimated at 30 working days within the period indicated. The consultant will be engaged under a retainer contract, which facilitates direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee. IV. Deliverables 5 Days will be contracted as below schedule. Remaining 25 days will be utilized on need basis as per scope of work. The deliverable till 6th December 2021 will be as follows:
