Background

Under a Government of India – UNDP projectStrengthening Human Resource Management of Civil Services” services of a Director, who will head the National Centre for Leadership Development & Competency Assessment, LBSNAA (Mussorie), are required. The project is collaborating with the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in implementing leadership development activities. As the apex training institution for the civil services, LBSNAA provides foundation training to the officers of the Indian Administrative Service (IAS) and allied All India Services. The Director- NCLDCA will work under the overall direction of the Vice-Chairman of NCLDCA and the Governing Body.

Management Arrangement:

  • The Director- NCLDCA will work under the overall direction of the Vice-Chairman of NCLDCA and the Governing Body;
  • The Director- NCLDCA will be initially supported by one Research Analyst and one.

Duties and Responsibilities

The Director, Strengthening Human Resource Management will be responsible for the following tasks:

  • Provide leadership and strategic direction to NCLDCA;
  • Develop the institutional development plan for NCLDCA;
  • Develop the institutional capacity of NCLDCA for research, training, and competency assessment;
  • Ensure mobilization of interest and support of all stakeholders for NCLDCA;
  • Ensure adequate information flow, regular contact and feedback among the various stakeholders of the project;
  • Develop and implement strategies for leadership development of public servants;
  • Drive research and innovation in the field of leadership development;
  • Plan & organize knowledge sharing workshops, seminars, and discussions;
  • Monitor the operations of NCLDCA and ensure their alignment with the overall strategy;
  • Teaching probationers at LBSNAA;
  • Share publications, key technical documents, knowledge papers, articles, insights and experiences on related subjects with the project partners through a structured mechanism;
  • Provide technical support in procurement of goods and services for the NC-LDCA and ensure execution of contracts by vendors.

Required Skills and Experience

Education: 

  • Master’s Degree in the field of Human Resource Management, Organisation Behaviour, Psychology, Management, Business Administration or related field from a recognised University/ Institution;
  • Ph.D. in the related field is highly desirable.   

Experience:

  • Minimum 10 years of relevant experience in training and development, HR and or/ leadership development, and/or competency assessment & development in large private/ public sector organisations/ government bodies or International/ Multilateral organisations;
  • Some experience of working with Central/ State Governments institutions including government training institutions will be preferred;
  • Experience of Research in the related areas is desirable. 

Language:  

  • Excellent command of the English language;
  • Proficiency in Hindi. 

Other:

  • Willingness to travel for NCLDCA related activities.    

Remuneration package is Rs.136,331/- per month + accommodation in the Campus. UNDP also offers additional benefits which include medical insurance coverage and limited pension reimbursement for contract holder and encourages work life balance.
