The Junior Professional Officer (JPO) Programme contributes to the activities of the UN development system through fielding of young professionals with country, regional or headquarters offices. The Special Assistant to the Resident Coordinator (SARC) Programme supports UN coordination and coherence at the field level. The Specialist Development Programme supports the implementation of the SDGs.

JPOs/SARCs/SDPs are appointed as UN staff members and hold a UN Letter of Appointment. Their appointments are governed by the UN Staff Rules and Regulations.

As the JPOs/SARCs/SDPs hold a staff contract (Fixed Term Appointment) they are covered under Appendix D to the UN Staff Rules and Regulations in the event of death, injury or illness attributable to performance of official duties on behalf of the UN. 

In the event of illness or injury attributable to the performance of official duties, a staff member is entitled to compensation as prescribed in Appendix D to the UN Staff Rules and Regulations. In the event of the staff member's death in consequence of such illness or injury, his/her surviving spouse, child, or secondary dependant is entitled to compensation as prescribed in Appendix D to the Staff Rules.

In 2004 UNDP outsourced the Appendix D insurance coverage for JPOs/SARCs to an external insurance provider. For other staff groups the Organization applies a self-insurance scheme.

As the coverage of JPOs/SARCs/SDPs must follow the rules of Appendix D, all claims must be reviewed by the United Nations Advisory Board for Claims and Compensation (ABCC), prior to compensation by the insurance provider. During the last ten years period, the number of overall Appendix D claims from JPOs/SARCs has been limited.

In accordance with UNDP procurement rules, it is time to undertake a procurement exercise to select a new insurance provider. The UNDP Office of Human Resources is looking for a consultant to provide technical advice and support to the procurement process, including the preparation of the Request for Proposal (RFP) and review of received proposals.

Devoirs et responsabilités

Phase 1

  1. Prepare the TOR for an insurance provider for the JPO/SARC/SDP Appendix D insurance coverage, including technical specifications and evaluation criteria, to be included into the Request for Proposal (RFP).


  1. TOR/technical requirements to be included in UNDP RFP - Evaluation criteria to be applied in the RFP (i.e. detailed breakdown of scoring criteria)

Phase 2

  1. Review and evaluate proposals received in accordance with the screening criteria in the RFP, including compiling a comparative matrix of all proposals.
  2. Prepare recommendations on best proposal based on technical soundness and value for money.


  1. Technical evaluation report, which clearly outlines the evaluation methodology and scoring for each bid in accordance with UNDP procurement rules.

Phase 3

  1. Provide advisory support to the finalization of the contract and support to transition to new insurance provider, including preparation of contract management strategy, workflows and briefing of new insurance provider.


  1. Conduct contract kick-off meeting with selected vendor
  2. Prepare SOPs/guidance documents for UNDP approval


Phase 1:  July/August  - estimated 5 working days

Phase 2:  September/October –  estimated 10 working days

Phase 3:  October/November – estimated 5 working days

Payment will be based on successful completion of each of the above phases and deliverables.


The consultant will report to the Manager of the JPO Service Centre, Office of Human Resources.  The consultant will be responsible for the fulfilment of the deliverables as specified above.

Qualifications et expériences requises

Required skills and experience

  • University degree in business administration with a focus on insurance policy and principles or other relevant field is an advantage.
  • Certificate in insurance would be an advantage.
  • At least five years of experience in the international insurance sector
  • Knowledge and experience with UN insurance schemes, in particular Appendix D would be an advantage
  • Previous experience preparing technical specifications and documents for insurance procurement processes. 
  • Knowledge of UN procurement policy and practice would be an advantage
  • Excellent written and spoken English

Application Procedure

The application package containing the following (to be uploaded as one file):

  • Completed UNDP template for submission of offer, including a financial proposal. Please note that payment is to be completed by the certification of accomplishment of each deliverable. This consultancy is a home-based assignment, therefore, there is no envisaged travel cost.  In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed.
  • Brief description of the approach to work and why the Offer considers her/himself the most suitable for the assignment.
  • Personal CV or P11, indicating all past experience from similar assignments and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.

Criteria for Selection of the Best Offer
Combined Scoring method - where the qualifications and previous experience, and interview will be weighted a max. of 70% (technical evaluation) and combined with the price offer which will be weighted a max of 30% (financial evaluation).

Evaluation process

Having reviewed applications received, UNDP may invite the top three/four shortlisted candidates for interview. Please note that only shortlisted candidates will be contacted.

The candidates will be reviewed based on the following technical evaluation criteria (Maximum obtainable points – 700)

  • University degree in business administration with a focus on insurance policy and principles or other relevant field  or certificate in insurance (100 points)
  • At least 5 years of experience in International insurance sector (100 points)
  • Knowledge of UN insurance schemes in particular Appendix D (150 points)
  • Experience preparing technical specifications and documents for insurance procurement processes (100 points)
  • Knowledge of UN procurement policy and practice (100 points)
  • Technical proposal with clear methodology presented (150 points)

Contract Award

The candidate obtaining the highest combined scores (Technical and Financial) will be considered technically qualified and will be offered to enter into contract with UNDP.

The appointed consultant we be required to sign a “declaration of impartiality” document stating that he/she has no affiliation with any company participating in the tender process and that all information related to the process will be held confidential

Payment modality

Payments are based upon deliverables accepted and certified by the manager
