UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In line with the 2030 Agenda for Sustainable Development, General Assembly resolution 72/279 on the repositioning of the United Nations Development System, and the evaluation of UN Women’s Regional Architecture in 2017, UN Women has been reviewing its current organizational structure to further solidify its operating and implementation model in order to break silos and improve the delivery of our mandate in an integrated manner.

These changes take place in a context of rapid change at global, regional and national levels for the UN development system, which UN Women is part of. As part of this change process, a Change Management team was created alongside the integrated Executive Office in order to enable a stronger Field, nimble and effective HQ, more efficient processes and better governance, supported by a modern and mature development organization.

Under the supervision of the Change Management Advisor, and the secondary supervision of the Director SPRED, the Business Development Specialist is responsible for providing technical support to Corporate Decision Making through Data Analytics. Responsibilities include developing comprehensive, cross-cutting corporate analysis and decision-making tools through forward looking data modelling, forecasting and scenario planning; managing business intelligence, data management and reporting for strategic planning and organizational development purposes; coordinating with stakeholders across UN Women to reach consensus on data management and data analysis; and developing and disseminating  knowledge management products in the area of corporate data analysis and management

Devoirs et responsabilités

Develop comprehensive, cross-cutting corporate analysis and decision-making tools through forward looking data modelling, forecasting and scenario planning:

  • Identify data needs, data sources, data collection tools, performance targets and benchmarks, and assessment methodologies.
  • Develop corporate analysis and decision-making tools and/or provide technical advice on the integration of existing tools.
  • Provide technical support in the integration of data across different sources and systems to strengthen forecasting and data integration opportunities.
  • Provide technical data analysis and management support in the implementation of organizational efficiency and effectiveness interventions and initiatives.
  • Strengthen existing corporate structures and practices and contribute to organisational development efforts.
  • Create data models to allow for predictive business intelligence including forecasting and scenario planning.

Manage business intelligence, data management and reporting for strategic planning and organizational development purposes:

  • Provide business intelligence to strategy implementation, planning and monitoring of corporate change management initiatives.
  • Manage data requirements for reporting and analysis requests in consultation with the Change Management and the Strategy, Planning Resources, Effectiveness Division (SPRED) teams.
  • Manage data related projects as needed.
  • Manage the collation / quality assurance of quarterly business reporting (QBR) for the Business Review Committee.

Coordinate with stakeholders across UN Women to reach consensus on data management and data analysis:

  • Provide technical and coordination support to the creation of a networked and matrixed data analysis and business intelligence community within UN Women.
  • Provide technical inputs in the advancement of corporate change management including collaboration with existing change stakeholders and hands-on work on change implementation challenges towards the achievement of UN Women 2.0.
  • Provide capacity development support on data management and analysis as needed.

Develop and disseminate knowledge management products in the area of corporate data analysis and management:

  • Develop correspondence, reports, presentations and articles, including statistics and data visualization for internal clients.
  • Develop user guides and trainings on data management tools as needed.

Key Performance Indicators: 

  • Corporate analysis and decision-making tools developed in close partnership with other teams and offices.
  • Timely provision of accurate data for analysis and reporting.
  • Data management project implementation are implemented on time, on scope and on budget.
  • Regular coordination and collaboration with other offices.
  • Knowledge products on data management and systems developed.

Functional Competencies:

  • Strong knowledge of information technology platforms for data management, business intelligence, web applications and software development

Qualifications et expériences requises


  • Master’s degree in information technology, computer science, business administration or other related discipline is required; a first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the master’s degree.
  • APMG Prince2, MSP or similar certification an asset.
  • APMG Change Management (Foundation/Practitioner) or similar a strong asset.
  • Google Cloud Certified GSuite; Tableau; MS BowerBI Certifications an asset.


  • At least 5 years of progressively responsible experience in data management, analysis and modeling with both quantitative and qualitative data required.
  • Proven experience in handling a Business Intelligence Suite (e.g. Google Data Studio, MS Power BI, Tableau or similar) required.
  • Experience systems analysis / business intelligence experience required.
  • Experience in data management in multiple diverse domains (i.e. not just in one domain e.g. HR, Procurement, Finance etc.) is preferred.
  • Experience in change management is preferred.


  • Fluency in English is required.
  • Knowledge of the other UN official working language is an asset.
