Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women's rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality, women empowerment and gender mainstreaming translate into action. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women PNG works in close collaboration with the Government of PNG, Civil Society, the UN Country Team, the Private Sector, Academia and other development partners to advance women’s national agenda, particularly in the context of domesticating the Sustainable Development Goals, an agenda of unprecedented scope and significance to “reach the farthest behind first”.

To be well positioned for anticipated support, UN Women Country Office (PNGCO) has developed a new Strategic Note for the period of 2018-2022, defining key development results and management/operational outcomes for the same period. To this end, the UN Women PNG Country Office is soliciting the services of a short-term consultant to support and facilitate

Under the overall supervision of the UN Women Deputy Country Representative, the Resource Mobilization and Partnerships Development Consultant will lead the design of a Resource Mobilization Strategy and Action Plan reflective of UN Women's strategic vision and direction. The objective of the strategy and action plan is to mobilize the necessary financial resources to build sustainable support for the activities of UN Women PNGCO next 5 years.

The Resource Mobilization and Partnerships Development Consultant will develop the AU/PSD resource mobilization strategy, tools and procedures for its implementation.

Deberes y responsabilidades

Under the guidance and direct supervision of UN Women Deputy Representative, the Consultant will be responsible for providing expert technical assistance in the following areas:

  • Identify potential funding sources and key donor organizations or other partners (for example, the private sector) to support the work of UN Women in PNG.
  • Match these two agreed priority areas of work under the Strategic Note and Annual Work plan
  • Identify funding sources and partners to work on UN Women mandate areas of work that may not be in the AWP for this year
  • Provide information on Corporate Social Responsibility (CSR) agenda of international corporate groups that have agenda for enhancing equity, social justice and development.
  • Develop up to 4 high quality multi-year proposals and fund-raising portfolio for thematic areas of UN Women work on (1) EVAW; (2) Women’s Leadership & Participation; and (3) Women’s Economic Empowerment responding to priority needs of relevant areas of UN Women strategy. These items will be resource mobilization tools for anticipated donor, private sector and stakeholder engagements.
  • Organize and lead Donor and Private Sector roundtable consultations (both in PNG and in Australia) to identify priorities and opportunities as well as collect/analyse information on their respective strategic frameworks.
  • Consult independently with other stakeholders/clients: Philanthropies; Foundations, Non-Traditional Donors; Government; Private Sector to assess the level of stakeholders' support.
  • Meet with UN Agencies for Identification of opportunities for UN Women in its relationship with other UN Agencies and for joint programming within the context of UNDAF key priority areas, particularly the Peace, Prosperity and People pillars.
  • Organize several meetings and discussions with programme and operations staff to raise awareness on resource mobilization requirements and set up in-house guidelines for better service delivery?
  • Develop a Resource Mobilization Strategy and an Action Plan for UN Women Country Office and establish a process for implementation of the strategy and action plan.
  • Develop and initiate a strategy for capacity building for resource mobilization.

Duration of the assignment

The total duration of the contract assignment will be an aggregate period of 120 days commencing April 2018. There is possibility of travel within PNG, to the Autonomous Region of Bougainville and Australia during this assignment. Work related travel will be covered by UN Women. Some of the work will be completed from home.

Expected Deliverables

The consultancy will be remunerated based on an “all inclusive” lump-sum payments as per the below schedule of deliverables. The successful candidate will receive his/her payment based on satisfactory deliverable and a certificate of payment duly approved by the UN Women Deputy Country Representative.

  • Deliverable 1 Target date 10 April 2018 and weighs 15% of?payment.

Inception Report, methodology and workplan?(Including potential funding sources and key donor organizations or other partners; and private sector organisations /internationalcorporate groups with relevant Corporate Social Responsibility (CSR) agenda that can support UN Women PNG Strategic Note 2018-2022).

  • Deliverable 2 Target date 30 April 2018 and weighs 20% of payment.

Develop and submit at least 4 high quality, multi-year proposals for thematic areas of UN Women work on EVAW, Women’s Leadership & Participation and Women’s Economic Empowerment. Report will also incorporate findings and recommendations from the above inception activities. These proposals will be resource mobilization tools for the anticipated donor and private sector round tables for the next phase of this assignment.

  • Deliverable 3 Target date 20 May 2018

Prepare and present a colourful, reader friendly fund-raising portfolio which articulate UN Women programmes, results achieved and lessons learned over the last strategic note period.

  • Deliverable 4 Target date 30 May 2018

Prepare and submit report and action plan from broad-based consultations with potential donors, private sector, philanthropies, foundations, UN Agencies, non-traditional donors, and other stakeholder following facilitation of consultations and organisation of Donor / Private Sector Roundtables as agreed to identify funding opportunities (in PNG, in Australia and in the Asia Pacific Region). The report will also incorporate findings from consultations with Government and elected officials for possible collaboration or counterpart- funding.

  • Deliverable 5 Target date 09 June 2018

Deliver finalized Resource Mobilization Strategy 2018-2020 and an Action Plan following incorporation of inputs and comments from UN Women.

  • Deliverable 6 Target date 19 June 2018

Deliver report on capacity building of staff on Resource Mobilization following development of a capacity building strategy and capacity building training for staff.

  • Deliverable 7 Target date 09 July 2018

Present a partnership relationship management mechanism to support country office promotion of a partnership culture in the office at all levels.

  • Deliverable 8 Target date 29 July 2018

Prepare final report of ongoing facilitation of engagement with various donors and partners to mobilize resources for the work of UN Women vis-à-vis its Strategic Note 2018-2022 (as part of deliverable # 4 above) as well as website/social media management.

Please note that specific dates are subject to change after due consultation with UN Women Regional Office and PNG staff.

Institutional Arrangements

The consultant will work under the direct supervision of the Deputy Country Representative and close consultation with the UN Women Programme and Operations staff as per the agreed workplan developed by the consultant.

  • Duration of the Work: The duration of the assignment is 120 days, tentatively from April to July 2018.
  • Duty Station: The consultant will be home-based with intermittent extended field work during consultations with staff and stakeholders in PNG, Australia and possibly in the Asia Pacific Region. At such times, the consultant will be based in the UN Women PNG Country Office.

Inputs

  • The consultant is expected to submit financial proposal inclusive of cost of living in Port Moresby, which shall not exceed UN daily subsistence allowance (DSA) rate for Port Moresby as per standard UN rate, as well as any other costs related with travelling from consultant’s home country to Port Moresby (E.g. visa, air tickets) shall be included in the lump sum of the Financial Proposal.
  • Assignment-related travels at the duty station will be facilitated by UN Women which will provide a driver on a pick-up and drop-off basis.
  • The consultant is expected to work either at the UN Women office or other relevant location, using her/his own computer, but may access the UN Women office for printing of relevant documents should he/she be required to work on-site at any point during the assignment.
  • The consultant will be required to provide their own local communications such as SIM cards and mobile phone.
  • It is mandatory for the consultant to participate in a UN security briefing and to follow UN security rules and guidance.
  • It is the Consultant’s responsibility to arrange private insurance, the cost of which may be included in the financial proposal.
  • The Consultant will be required to provide a Statement of Good Health, endorsed by a certified Medical Practitioner.

Required experience and qualifications

The consultant is required to fulfil the following requirements:

Education

Master’s Degree or equivalent in Business Administration, Economics, Public Policy, Social Sciences, International Relations, Political Sciences or related field.

Experience and skills

  • A minimum of ten years of progressively responsible professional experience in resource-mobilization related activities, external relations and liaison, preferably in an international organization.
  • Relevant professional experience in high level proposal writing, donor engagement, strategic planning, at an international level in facilitating strategic planning processes and drafting strategic/business plans for complex institutions is essential;
  • Knowledge of the UN system is highly desirable;
  • Demonstrated experience in supporting similar assignment is an added advantage;
  • Knowledge of the relevant international frameworks pertaining to gender equality and women’s empowerment, as well as gender mainstreaming and gender analysis;
  • Experience in Policy Analysis and development programming/planning are an asset;
  • Demonstrated knowledge of existing networks within PNG that are relevant to this assignment is an advantag

Language and other skills

  • Good command of English both written and oral is essential.
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email is highly advantageous.

Submission package

  • Letter of Interest containing the statement on candidate’s experience in the field and outlining why the candidate is the most suitable for the assignment
  • Personal CV and P11 Personal History form, indicating all experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references
  • A one-page summary of envisioned approach to the assignment and what methodologies are proposed to be used in the different stages of the processes
  • Two original writing samples, preferably reflecting results-based writing with logframes. in ENGLISH. Submitted works not to exceed 1,000 words/4 pages each
  • Financial proposal. The financial proposal shall specify a total lump sum amount breaking down 1.) a daily professional fee; 2.) cost of living allowance for duration of mission in Port Moresby and international travel expenses (from the country of origin to Port Moresby or other location ?and back); and 3.) other travel-related costs

Evaluation

Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight 70%)
  • Financial Proposal (100 points) weight 30%)

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

  • Relevant education and skills. Obtainable score of 15.
  • Experience in similar resource mobilization and partnership engagement role including with donors, private sector, government and other stakeholders. Obtainable score of 20.
  • Demonstrated experience in conceptualizing and managing the production of printed materials and content that communicates development ideas for media, web, print production, and audio-visual productions, including websites, social media, brochures, reports, banner. Obtainable score of 20.
  • Track record in developing high quality winning proposals which have been successful in mobilizing funds. Obtainable score of 25.
  • .Experience in Policy Analysis and development programming/planning. Obtainable score of 10.
  • Demonstrated understanding of cultural and social context in PNG and the Pacific. Obtainable score of 10.

NOTE: Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates for the financial evaluation below.

Financial/Price Proposal evaluation

  • Only the financial/price proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
