The National Youth Policy (NYP) -2014 provides a holistic vision for the youth of India which is “to empower the youth of the country to achieve their full potential, and through them enable India to find its rightful place in the community of nations.” The NYP-2014 lays down 5 objectives and 11 priority areas. The objectives include instilling social values and promoting community service among youth in India to build national ownership and facilitate participation and civic engagement of youth at all levels of governance. Within these two objectives, the NYP 2014 identifies four distinct priority areas namely; promotion of social values, community engagement, participation in politics & governance and youth engagement.  The NYP-2014 recommends a number of imperatives under each of these priority areas.

The popularity and development of social media has revolutionized the way of communication especially among youth. The concept of sociability has gained a renewed interest with the emergence of the Social Networking Sites (SNS) wherein interpersonal interaction and communication has been getting replaced slowly by online communication[1]. According to social media statistics of 2014 out of 1,256 million Indian population 106 million are active social media users. There's a growing body of evidence that has highlighted how social networking has impacted the way the youth-lives, socializes and shares. Using social media is among the most common practice of today's younger generation. According to a survey conducted by McAfee’s Tweens, 70%[2] of online youth in India spend more than 5 hours on the internet in a normal week where Internet access is still predominantly desktop based (41%), 36% use laptops and 27% use smartphones. 

Social media should not be considered merely as technological tools for exchanging messages –even if at one point in time they were– but rather as contemporary means for communication, interaction and global participation. Social media is a potent tool for youth participation and engagement. Social media also helps create content and opportunities young people can easily share with their friends through the different social networking tools.

Social networking has been supporting young people reach a greater number of people; by increasing the flow of information between their organisations and other youth. This has also resulted in saving lot of additional costs, provide them with better opportunities to network with their partners, freely use creative common resources online, listen to their audience expectations and respond to their questions. Various campaigns have taken place, petitions have been signed and events have been organized in order to unite people for the social issues with the help of texting, emails, Facebook, YouTube and Twitter.

As technology advances, youth are adopting to different lifestyles wherein social networking are helping youth to become more socially capable. With the growing trends of virtual connection, it is becoming increasingly clear that social networks have become part of people’s lives wherein it has   now become very crucial to understand the effects of social media use to identify the potential benefits and costs to personal relationships when it comes to youth.

Objectives for the assignment

Following are the objectives of this assignment:

  1. To analyze the trends in use of social media by youth in urban and rural contexts in India;
  2. To identify benefits as well as risks associated with use of social media to facilitate participation and civic engagement of youth in the country;
  3. To assess the role of social media in instilling social values and promoting community service;
  4. To analyze as to how social media could be used for promotion of social values, community engagement, participation in civic engagement & governance and youth development;
  5. To suggest measures to promote effective and responsible use of social media among youth for promotion of social values, community engagement, participation in civic engagement & governance and youth development;
  6. Suggest measures for mitigating the risks associated with use of social media for promotion of social values, community engagement, youth participation etc.

Duties & Responsibilities of the Consultant:

Under the overall guidance of the Joint Secretary (Youth Affairs) & National Project Director and UNV Programme Officer, the consultant will carry out the following

  • Carry out extensive desk review to develop the understanding of the impact of social media on various aspects of engagement and participation of youth;
  • Develop tools for data collection, impact assessment; sampling methodology and analytical tools as needed from relevant stakeholders;
  • Carry out Focus Group Discussion (FGD’s) and Key Informant Interview (KII) with relevant stakeholders which include youth, government, private sector, civil society organizations, international non-governmental organizations and youth led organizations;
  • Collect relevant data through both, primary and secondary sources for the study; 
  • Analyze data collected through primary and secondary sources in relation to objectives of the study;
  • Assist in organizing meetings/workshops to share the lessons learned and evidence of the impact of social media on youth;
  • Prepare a draft report and obtain feedback from the stakeholders;
  • Finalize the report in consultation with the Ministry of Youth Affairs & Sports and UNV India.
  • Based on Engage with the UNV India Team in using the report to develop an action plan, providing targeted support and guidance as required.

Schedule of Work: 

  • Submission of the draft based upon desk review within 2 weeks from the date of signing of the contract;
  • Submission of the final study 2 week of receiving feedback from UNV, UNDP 


Functional Competencies:

Knowledge Management and Learning:

  • Working knowledge of computers including MS Office package is essential;
  • Experiences of working with Youth based organization
  • Good communications & interpersonal skills;
  • Demonstrate openness to change and ability to receive/integrate feedback
  • Ability to handle effectively multiple tasks without comprising quality, team spirit and positive working relationship
  • Excellent analytical and writing skills;
  • Fluency in Hindi and English with ability to convey ideas clearly in writing and orally;
  • Ability to coordinate

Corporate Competencies:

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Demonstrates integrity and ethical standards.

Habilidades y experiencia requeridas

Educational Qualifications:

  • Master’s Degree in management/ Business Administration/Planning/Social Science or a related discipline.

Work Experience:

  • Minimum 7 years’ work experience in the field of social science research, including data collection, analysis and report writing. Published research is a definite advantage.
  • Proven experience of undertaking similar assignments;

Payment Schedule: 

  • On submission of draft Course Design: 30%
  • On submission of Draft Module: 30%
  • On submission of final version of the Module: 40%

Documents to be submitted:

  • Proposed Work Plan for undertaking the Assignment with approach & methodology;
  • Detailed CV with contact details of three references;
  • Financial Proposal specifying per day consultancy fee.

Language Requirement:

  • Fluency in oral and written both in Hindi and English is required.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/ compliant/ acceptable and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight -70%

Financial Criteria weight- 30%

Shortlisting would be done based on the following criteria:

  • Relevant Experience 35% Marks;
  • Proposed Work Plan for undertaking the Assignment 35% Marks;
  • Financial 30% Marks.

Only candidates obtaining a minimum of 70% point would be considered for the Financial Evaluation.
